Study On The Perfection Of Agricultural Subsidy Policy In Yunnan Province

The agricultural subsidy policy is an important policy of protecting and supporting agriculture development. The agricultural subsidy policy has its necessity of existence whether from the base status of agriculture or from agricultural public goods characteristics. With our country economy development and increasingly serious "Three Rural Issues", our country agricultural subsidy policy has overall reform, and our country has entered the stage of industry repaying agriculture since2004.As an agricultural province, Yunnan province set up its own agricultural subsidies policy system basing on the central agricultural subsidy policy framework, which pushes the rapid development of agriculture. Since1991, with the growth of the agricultural subsidy policy, Yunnan province gradually has realized a balance between giving and gaining to agriculture, Especially in2004, Yunnan province began abolishing agricultural tax、implementing direct subsidies and improved variety subsidies, and increasing input in agriculture, which make it clear that the agricultural subsidy policy support for agriculture. So Evaluating the agricultural subsidy policy effect of Yunnan province will contribute to find that Yunnan province agricultural subsidy policy whether reaches to its goal and whether exists opportunity of improvement. Making further improvement on Yunnan province agricultural subsidy policy on this base has practical significance on promoting the development of Yunnan province agriculture.Based on the above mentioned conditions background, this paper quite deeply studies the effect of Yunnan province agricultural subsidy policy and perfects Yunnan province agricultural subsidy policy. Firstly, the paper presents the evolution route of Yunnan province agricultural subsidy policy so that show the feature of study object. Secondly, this paper discusses the effect of Yunnan province agricultural subsidy policy from two aspects of increasing production and income by using multiple regression analysis method and applying SPSS17.0, and makes a conclusion that the effect of Yunnan province agricultural subsidy policy isn’t ideal. Thirdly, the text analyzes several factors which make a difference to Yunnan province agricultural subsidy policy:the moderation of agricultural subsidies、the non-compatibility of goals、the relationships among interested parties and the behaviors of government, and believes that the non-compatibility of goals、complex game behaviors among interested parties、do not fully use Agricultural subsidies fund and the behaviors of government have effects on Yunnan province agricultural subsidy policy. Finally, the article clearly perfects agricultural subsidy policy in Yunnan province from goals of agricultural subsidy policy and the perfection of basic frame of agricultural subsidy policy to detailed measures of improving agricultural subsidy policy, which is beneficial to perfect the agricultural subsidy policy system of Yunnan province.
