Performation Evaluation Of Agricultural Machine Purchasing Subsidy Of Hunan Province

Agricultural mechanization is not only an important symbol of agricultural modernization,but also a pivotal link to realize agricultural modernization.The implementation of purchasing subsidies policy for agricultural machinery directly affects the level of agricultural equipments and comprehensive production capacity,and also affects the transfer of rural surplus labor force in China.China promulgated and implemented the Agricultural Mechanization Promotion Law in 2004,and in the same year,our country also implemented the policy of purchasing subsidies for agricultural machinery.With the implementation of these laws and policies,China's agricultural mechanization has entered a new period of rapid development.Hunan province has promoted this policy in accordance with relevant regulations of the central government from the tender selection,the management of the subsidy machines and the selection of subsidy objects in the subsidy catalogue to the settlement and supervision of subsidy funds.In 2014,in order to fully implement the "county-level settlement of the purchase subsidy for agricultural machinery,directly subsidizing the households," Hunan Province asked the township institutions of agricultural machinery service to undertake key tasks in the implementation of the policy,and further strengthened supervision and guidance on the training of policy operation for grass-roots to ensure the smooth implementation of the subsidy policy.In 2018,Hunan Province issued the Program of Agricultural Machinery purchase subsidy from 2018 to 2020,which aims to further improve the benefit of agricultural machinery purchase subsidy policy,increase farmers' income,and assist the implementation of the strategy of revitalizing rural areas.Taking Hunan agricultural machinery subsidy policy as the research object,this paper expounds the importance of implementing agricultural machinery subsidy policy from the aspects of raising mechanization level and transferring agricultural surplus labor force.It constructs an evaluation index system which is based on the level of agricultural mechanization,agricultural employees,rural households' net income of human settlements,sowing of grain and yield of grain as the main indicators of evaluation.And the present situation and effect of agricultural machinery subsidy policy implementation are analyzed and evaluated by using grey correlation degree analysis method with the analysis tools of correlation theory and grey model.It also points out some problems in the current agricultural machinery subsidy policies,such as insufficient funds for agricultural machinery purchasing subsidies,incompatibility between subsidized machinery and region,and the related after-sales service of subsidized machinery tools and so on.In view of this,the author puts forward a series of suggestions on how to improve the purchase subsidy policy of agricultural machinery,such as: increasing the intensity of agricultural machinery subsidies,expanding the input of subsidy funds,and tilting the capital investment towards grain production areas,and simplifying the purchase subsidy procedures of agricultural machinery,etc...
