Research On Risk Management Of Social Capital Investment In Guizhou Province Zhengxi Highway Project Under PPP Mode

The third plenary session of the 18 th central committee of the communist party of China(CPC)proposed that "social capital should be allowed to participate in urban infrastructure investment and operation through franchising and other means",thus opening up a new situation in the development of public-private partnership.The PPP mode can actively introducing social capital investment,reduce the pressure on government finances,share the project risk,meet the needs of large-scale investment infrastructure marketization,thus emerge from a host of investment and financing mode.But because of the PPP mode into the field of infrastructure construction time is not long,and the model itself in practice,the inherent complexity and diversity of existence,in many ways it is at the exploration stage,therefore to enter the investment in the field of social capital,there is more risk.How to help the social capital management investment in PPP mode project more effectively is a problem worthy of research and attention in this field.In this paper,in the PPP mode,guizhou province is studying the social capital investment perspective of highway project.Through the research of domestic and foreign literatures,the PPP mode and risk management theory applicable to the project are summarized.Second,combining the project to organize the risk management system with risk identification,risk assessment and risk control as the process.Third,summarizes the PPP mode in guizhou province is xi highway project social capital six of the risk faced by investors in the main category,including the design risk,political risk policy,building construction,operation and maintenance,risk,legal risk and force majeure risk change etc.Fourthly,using the method of literature analysis and Delphi method,the final list of risk factors that accord with the actual project is obtained,including 28 risk factors of the six categories.Fifthly,the application level analysis entropy weight method model is used to determine the advantages of comprehensive weight to carry out a comprehensive risk evaluation study of the project.Sixth,calculate the risk factors of the highway project in guizhou province under the PPP mode,get the key risk of the project and feedback the risk response plan to the social capital investment party.This paper provides a reference for the risk management of social capital investment in highway project of guizhou province under PPP mode.To our country social capital investment mode of PPP project risk management,whether in the social capital risk management level or in the government for a favorable investment environment created by social capital investment level,or the PPP model was applied to other cities,more based on the theory and practice has a certain reference value.
