Research On The Problems And Countermeasures In The Implementation Of Targeted Poverty Alleviation Policies In Rural My Country

Targeted poverty alleviation is the strategic gist of poverty relief of a new era as well as the core of current rural affairs as China entering a new era of socialism.However,there exists some issues and dilemma of practice in the implementation of targeted poverty alleviation policy,which leads to insignificant performance of poverty alleviation.The dilemma of practice in the implementation of targeted poverty alleviation is investigated and the background as well as the implications of the research is illustrated based on research results at home and abroad in the paper.The concepts of poverty and poverty relief and so on are defined in reference to the theory of common prosperity and anti-poverty,the theory of government failure,and the theory of human capital in the first place.Secondly,in retrospect to the history evolution of poverty-relief policy in China,it outlines the content of the targeted poverty alleviation including the Five Principles of law-based governance of China and the author has paid a visit to Xi Xian New Area,Shaanxi province in need of poverty relief,It was found that in the aspect of industrial and employment poverty alleviation,a total of 14 agricultural poverty alleviation projects were promoted,with the employment and entrepreneurship rate reaching 92.5%,helping poor households to obtain long-term and stable incomes.In terms of implementing the health and education poverty alleviation and security mechanism,a complete medical security system has been formed,and education subsidy for poor students at all stages has been fully covered.In terms of poverty alleviation through culture,we have made vigorous efforts to lift people out of poverty through culture and to benefit the people.In addition,the drawbacks in the process of implementation of targeted poverty relief policy are summarized in terms of targeted identification,dynamic management,spiritual poverty relief,the introduction of market mechanism,multi-department coordination and low-efficient allocation of poverty-relief resource.After analyzing the causes of the existent issues,constructive suggestions aiming at optimizing targeted poverty relief policy are offered as follow: first,improving the information collection of poverty-stricken family and constructing a multi-dimension identification of poverty;second,establishing a sound system that combines the dynamic supervision of targeted poverty relief and target assessment;third,placing an emphasis on spiritual poverty relief;fourth,specifying the role orientation of government and focusing on the function of market mechanism;fifth,creating a marketization poverty-relief mechanism dominated by government;sixth,creating the responsibility lists of targeted poverty relief and drawing up a plan of progress coordination.
