China is still in the initial stage of m&a,especially in the financial industry. The research on m&a in China can be summarized as starting late and have a small number of cases.Compared with foreign countries, the study of financial mergers and acquisitions in China is mostly limited to the primary stage. Moreover, almost all of our research are ordinary research, rarely involved in empirical research, and having a single research method which is almost the financial analysis. This method only contains the dimension of financial data, which can only represent the past achievements, can't effectively evaluate the sustainable development and future expectations of the enterprise.Financial data cannot effectively reflect the real situation of an enterprise at the present. For us to study mergers and acquisitions, financial data is not enough, many other factors of strategic value that should be analyzed and evaluated with more indicators. However, the existing research methods in China are not perfect.Just a few people use BSC to study the efficiency of m&a,moreover it is used to evaluate the efficiency of the enterprise operation. In this paper,m&a efficiency is evaluated through the balanced scorecard, and the case of Anbang acquisition of Chengdu rural commercial bank is studied.According to the basic idea of balanced scorecard,m&a behavior is analyzed from the aspects of finance, customers, process, learning and growth. On the first financial level, the effectiveness of m&a should be evaluated on whether the enterprise has better earning ability, whether the enterprise's liabilities are benign, and whether the enterprise's opportunities and development are better. The second is at the customer level, for the client, whether the customers of the two enterprises will continue to use the product after the merger, and whether the customers will agree with that the new enterprise is the core of the assessment after the merger.Thirdly, from the perspective of internal process, whether the efficiency of the internal process have improved after the merger and whether the previous internal control methods of the two enterprises have brought benefits after the mutual exchange. Finally, learning and growth refers to whether the employees of an enterprise get better opportunities to learn and make progress after the merger. These four aspects are respectively described by a series of indicators and comprehensively analyzed the efficiency of enterprise mergers andacquisitions. At the last, based on our research result,we put forward some suggestions on the m&a in China's financial industry.
