Research Of The Dilemma And Solution Of The First Secretary's Assistance In The Needy Village Under The Background Of Targeted Poverty-Alleviation

Since the reforming and opening-up policy,the Chinese government has invested a lot of material and financial resource in poverty-alleviation work.All governments from center to local have made great eyes on poverty-alleviation issue with cheerful achievements.The marginal effect of poverty-alleviation has been diminishing due to the continuous financial investment,and the state strategy has gradually shifted from wide-ranging side to core-pointed accuracy.In this social background,in order to intensify effectiveness of supporting resources at the grass-roots level,as well as to avoid the deviation of poverty-alleviation support,it is meant to take power from the helping force to needy villages and strengthening power to the grass-roots governance.As a result,under the background of accurate poverty-alleviation,all parts of the country have taken steps on sending the first secretary to needy villages to assist them out of impoverished situation.This paper starts from the poverty alleviation practice with the view of first secretary in H village through literature research and case analysis.It combs the social dilemma faced by the first secretary in the path of performing his duties,with the tool of exploring the interaction between the First Secretary and other subjects in the accurate rural poverty-alleviation field according to the field theory.Besides,this text explores the causes of the situation faced by the first secretary in the fieldof rural poverty alleviation,and puts forward the operation of the "First Secretary" policy in Guizhou Province.It is necessary to solve the dilemma of the first secretary's assistance in the needy village from four aspects: to match the power and responsibility,to reinforce the interact among the dispatched units,to promote the status of the first secretary in the township's government Party committee,and to provide the communicating platform,so as to enhance the co-governance efficiency of the multi-subject,then perfectly perform the policy of "the first secretary".
