On the basis of the collaborative governance analysis framework, in order to obtain the performance of corporate governance, the government must create a good environment for the participation of all parties, the parties also have the participation factors, and carry out collaborative behavior also needs some help to promote collaborative output will have an impact on the parties, and to conduct evaluation and accountability.To carry out the investigation of the precise poverty of three poor villages in Hubei province relying on paper, through extensive interviews, found that the current rural poverty alleviation precise poverty of marginalized groups, difficult to identify the dynamic management difficult to achieve, helping inaccurate and lack of public participation,assessment of material difficulties. And in a coordinated governance perspective, analyzes the external environment of policy propaganda organizations launched the insufficient social participation motivation of the participation of parties is limited; lack of motivation, weakening, the village committee Village Governance Capacity under the participation of atomic bonding degree is insufficient; all parties to participate effectively in the collaboration engine difficulties, lack of trust leads to difficult to reach a consensus the lack of coordination, the cause behind the precise poverty dilemma.
