Study On Practical Dilemma And Solution To The Precise Poverty Alleviation Of Xinyi City

Poverty has always been a huge impediment to China's development.With the development of poverty alleviation efforts over the past decades,the number of low-income rural households in China has been greatly reduced.At the same time,because China has a population base of 1.383 billion,the scale is very large,so the scope of low-income rural households is still relatively wide.The ever-growing demand for a better life for the people has made poverty alleviation a top priority.With the in-depth development of poverty alleviation work in China,the people's demand for poverty reduction has become increasingly demanding.At this time,the concept of precision poverty alleviation emerged in a timely manner.At the same time,it gradually became a hot issue in society.However,there are still many difficulties in the practice of precision poverty alleviation.Many scholars have different opinions on the practical difficulties and solutions.This article takes the dilemma of precision poverty alleviation in xinyi City as the research object,and proposes some countermeasures for solving the dilemma,so as to provide some references for the implementation of the work in the future.This paper,under the realistic background of encountering many difficulties in precision poverty alleviation practice,firstly retrieved the literature on poverty alleviation through literature research methods,and comprehensively studied and summarized the theories and research results on precision poverty alleviation at home and abroad.Based on multidimensional poverty theory,poverty governance theory,and social refinement governance theory.,the actual practice of precision poverty alleviation in xinyi City was used as a case to illustrate the rich process of transforming precise top-down poverty alleviation design into detailed practice.In addition,randomly selected poverty alleviation targets and poverty alleviation staff in xinyi City surveyed in the form of interviews,identified low-income rural households in Wendun Village of xinyi City,assisted the work in Haohu Village,and provided accurate assessment and management of poverty alleviation in xinyi City.The development of the work as a case analysis,explore the practical difficulties and causes of precision poverty alleviation work,put forward countermeasures and suggestions to promote better implementation of accurate poverty alleviation practices,and then on this basis to explore the innovation of precision poverty alleviation mechanism.This paper finally draws the following conclusions:(1)The rural poverty characteristics of xinyi City are consistent with the general characteristics of rural poverty.The main source of income for farmers is agricultural income.However,the actual status quo is that the agricultural structure of xinyi City is relatively backward and the room for increasing income continues to shrink.At the same time,villages in xinyi City have more liabilities and less income.The general poverty of farmers is more,and the factors that cause poverty and return to poverty tend to be more complicated.These realities have seriously hampered the rural areas in xinyi City from poverty.(2)The precision poverty alleviation practice mechanism in xinyi City can be divided into the four processes of identification,assistance,management and assessment.According to the difference in the regional environment of the low-income rural households and the difference in poverty-causing factors,through these four phases of efforts,poverty alleviation targets will be eliminated.(3)Accurate identification requires innovation.The practice of accurate identification and practice in xinyi City started earlier,but due to the large amount of information and poor publicity of the farmers,low-income rural households still omit the phenomenon.By analyzing the reasons,this paper gives advice and suggestions on how to accurately conduct poverty alleviation work,purchase services for accurate identification,and increase the participation of low-income rural households.(4)Accurate help measures need to be coordinated.xinyi City has done a lot of trial work in the process of village-level precision assistance,such as promoting low-income rural households to increase their income and wealth by developing methods such as special industries,and fostering new channels for village collective economic development to broaden the channels for village collective economy to increase income and increase support.Capital input has been made to build public infrastructure,build a beautiful and livable villages,strengthen leadership groups in economically weak villages,promote harmonious and stable villages with weak economic power,and actively explore ways to implement poverty alleviation methods for asset gains.At the same time,due to internal contradictions in the process of precision poverty alleviation,differences in the main bodies of assistance,and lack of human resources in poor villages,there have been problems such as inaccurate targeting of resources,low participation of social forces,and business-oriented poverty reduction.Based on this,this paper puts forward proposals for project arrangements,capital injection help measures to the village,households,and people,integration of social forces to participate in the process of support,and encourage young people and businesses to return home to start businesses.(5)The precise management mechanism needs to be improved.The main platform for precision poverty alleviation management in xinyi City is the xuzhou Sunshine Poverty Alleviation System.The system is used to uniformly manage,disclose and supervise the poverty alleviation information.The xinyi City Commission for Discipline Inspection Commission supervises the whole process of precision poverty alleviation from the party discipline level.However,through the analysis,we can see that the precision poverty alleviation management mechanism needs to be improved,especially the incentive and restraint mechanism and the performance evaluation mechanism.Based on this,the responsibility for precision poverty alleviation in xinyi City can be implemented.(6)Accurate assessment mechanism needs to be explored.The accurate assessment of poverty alleviation in xinyi City needs to improve the scientificness,accuracy and authority of the assessment results by introducing third-party professional organizations to participate in assessments and further refine assessment indicators.
