With the increasing number of car ownership,the increase in the capacity of urban roads can't keep up with its speed,which makes the problem of road congestion becoming more and more serious.In order to alleviate the pressure of traffic,a series of plans have been put forward,and some results have been achieved.In order to further improve the current traffic conditions,the use of economic leverage to adjust the traffic environment,as an effective means,has been gradually paid attention to.But the implementation of the policy needs to know in advance the factors that affect their acceptance.Only on this basis can the policy be carried out smoothly.This thesis proposed a policy which combine reward and charge and charging policy to avoid congestion.And the factors that affect the choice of the people are analyzed,then based on this,the price problem is further discussed.I hope this will provide some reference for improving the traffic condition by using economic levers.Firstly,based on the framework of declarative experiment,a policy preference questionnaire was designed for two different incentive policies.Secondly,The MNL model was used to analyze the data collected from the questionnaire.The results showed that females were more able to receive charging policies while males were more likely to accept the incentive policies which combine reward and charge.Older were less willing to accept the charging policies,they were more able to accept incentive policies which combine reward and charge.The higher the education level,the more acceptable the policy of peak travel.The farther away the travel distance is,the more it is able to accept the peak travel incentive policy.The higher the frequency of travel is,the easier it is to accept the incentive policies which combine reward and charge.The people who travel by public transportation are more likely to accept the charging policy,while the people who travel with private cars are more likely to accept the incentive policies which combine reward and charge.It is not easy to accept the incentive policies which combine reward and charge,the more willing the willingness to pay will be easier to accept the charging policy,and on this basis,it puts forward some suggestions to improve the acceptance of different policies.Finally,starting from the willingness to pay and the willingness to compensate,this paper further analyzes the impact of price incentives on different policies.The results show that the willingness to pay can be used as the decision value of the charging policy and the policy which combine rewards and charge.By the form of change,the willingness to compensate can be used as the judgement value of the policy which combine rewards and charge.Through the analysis of the threshold of each ROC curve,the pricing of the incentive policy and the policy which combine rewards and charge is determined.The charge of the charging policy is 9.5 yuan per day.The award of the policy which combine rewards and charge is 11.5 yuan per day,the charge of that policy is 8.5 yuan per dayThis thesis researched on the congestion charging policy preference of various people and found out the factors which affected the acceptance,then some reasonable suggestions were put forward.This research provided a certain reference for the implementation of similar policies.
