High-tech enterprises belong to knowledge-intensive industries. Their competition is concentrated on talent competition. How to retain the talents is not only the emergency of the High-tech enterprises, but also an important task of Human Resource Management.By analysing and researching generous materials in this thesis, the author tries hard to make clear argumentation to the process, the characteristics, the reasons and the outcomes of the employee turnover of high-tech enterprises, and also designs a curve of the turnover possibility and a turnover model which is based on this curve. The author carried out an applied study to verify the practicability and maneuverability of this model.Using multi-knowledge synthetically and adopting the method that the ration combines together determining the nature, the author analyses deeply and syste-mically the turnover of new high-tech enterprise and explored the regularity among them. The analysis and studying of this thesis, in certain degree, has guidance function and reference value to help the high-tech enterprise to manage human resources flow correctly, establish strategic consciousness and take the integrated strategies to realize the talents' best benefit. Especially, the author advances tactics to guard against the turnovers of high-tech enterprises, so as to help enterprise staff make rational decision of flowing and promote the effective disposition of the human resources. Through the positive research of the thesis, the author verifies the feasibility and practicability of this model further.The author presents some new ideas to the flow management of human resources of new high-tech enterprises, and designs the turnover model to know and estimate flow state of human resources in enterprise.
