Study On The Factors Affecting The Scale Management Of Agricultural Land In Gongzhuling City

"The biggest problem in China is the peasant problem.The biggest problem for farmers is the land issue." Since the end of the 1970 s,China has implemented the household contract responsibility system,which has greatly mobilized the enthusiasm of farmers for production and thoroughly solved the problem of insufficient food production in China and the difficulty of food and clothing for the people.However,with the rapid development of the market economic system,the agricultural production model of this package-to-household is incompatible with the current social situation,which restricts the development of the rural economy.To this end,as an important directional choice for China's agricultural development,rural land scale management has received more and more attention and value.At present,China has entered a crucial period of promoting agricultural modernization,and the scale operation of agricultural land is the only way to accelerate the development of modern agriculture,and its implementation is imminent.This paper selects Gongzhuling City as the research area,and summarizes the development history and current situation of the scale management of Gongluling City through data collection and field research;Using sample survey methods,interviews and questionnaires were conducted on new agricultural business entities and farmers to understand the actual situation of rural land management and planting;At the same time,based on the perspective of these two types of subjects,the combination of qualitative and quantitative methods is used to explore the influencing factors of the scale management of agricultural land in Gongzhuling City,and propose countermeasures to improve its development.Through analysis and research,the main conclusions are as follows:(1)At present,the overall development of the scale of agricultural land in Gongzhuling City is relatively fast.As of 2018,the scale of agricultural land management has increased to 168,000 hectares,accounting for 52.5% of the city's cultivated land area.The scale operation of farmland has a good foundation for development in terms of natural environment,geographical location,agricultural production and policy environment.At the same time,with the acceleration of land circulation speed and the promotion of relevant rural agricultural development projects as a breakthrough,the scale operation of agricultural land in the study area is increasingly characterized by obvious scale expansion and mode diversification,it not only liberated the rural surplus labor,but also optimized the allocation of agricultural land resources and promoted the promotion and application of agricultural machinery.As result,it plays an important role in the improvement of agricultural production level and economic benefits in the study area.(2)The problem of empty shelling of new agricultural management entities in the study area is outstanding,and the rate of empty shelling is 74%.Among the 26 business entities actually surveyed,the operators are mainly male middle-aged people with moderate education level.Most of them have relevant agricultural production experience before the operation;their agricultural land management development shows obvious long-term development,management organization,Characteristics such as land scale and industrial branding;and facing the problems of uneven development level,insufficient development funds,scattered land,poor farmers' contractual awareness,and frequent cemeteries in agricultural land.From the perspective of the new agricultural management subject,the influencing factors of agricultural land scale management include five factors: the operator's own factors,development fund factors,agricultural land resources factors,policy environmental factors and technological level factors.(3)The heads of farmers in the study area are mainly male,the problem of aging of the agricultural population is prominent,the level of education is relatively low,and the phenomenon of migrant workers is more common.The cultivated land resources in the study area are relatively rich,and the average cultivated land per capita is 1.42 hectares,but the regional differences are more obvious,and the problem of scattered land is prominent.The main crops are mainly corn,which is over 90%,and the degree of agricultural mechanization is high.The phenomenon of scale operation of agricultural land transfer development in the study area is relatively common,and the price of land transfer varies greatly depending on the crop planting,regional location,land quality,and different circulation sides.In terms of the awareness of the scale operation of agricultural land,the farmers in the sample area still have a certain degree of understanding of the scale operation of agricultural land,but it is not deep.(4)Based on the research on the influencing factors of farmland scale management from the perspective of farmers,using logistic binary regression analysis model to explore whether farmers have transferred land to new business entities and participate in scale operation,10 independent variables ultimately produce different results;Whether it can accept the land shareholding,the degree of understanding of the scale operation of agricultural land,the degree of influence of new business entities,the age and land area have significant effects on different significance levels,and the main scale of agricultural land management from the perspective of farmers Influencing factors.The four indicators of education level,family size,household income and land block number did not reach a significant level of influence,and would not have a major impact on the land transfer behavior of farmland scale operation.(5)Suggestions for improving the scale management of agricultural land in Gongzhuling City: establishing a dynamic monitoring and supplementary withdrawal mechanism for new agricultural business entities;broadening new financing channels for agricultural entities,and innovating financial support policies;standardizing and guiding the transfer of agricultural land to provide land security for its development Extensively carry out publicity and education popularization activities to improve the quality of farmers;improve supporting reform measures and accelerate the transfer of rural surplus labor;strengthen the protection of cultivated land and explore a new mode of management of rural funeral land.
