Research On Rural Land Circulation In Gongzhuling City

From 2004 to 2019,The Central No.1 document focused on the issue of “agriculture,rural areas and farmers” for 16 consecutive years.Let rural,agricultural and peasant receive unprecedented attention,The issue of "agriculture,rural areas and farmers" has also become a national issue.It is not only a production issue,but also an important issue that integrates society,economy and politics.It is related to the vital interests of each of us.The introduction of a series of policies on strengthening farmers and benefiting farmers in recent years shows the determination of the central government to give priority to the development of rural areas and agriculture.Land is the root of agriculture,It not only has the function of production,but also the guarantee for the survival of more than one billion people in China.The problem of land circulation is the key to the issue of “agriculture,rural areas and farmers”.From the perspective of theory and practice,the small-scale decentralized operation mode of rural land has not adapted to the development speed of China's urbanization process and agricultural modernization.Therefore,it is an inevitable trend to revitalize rural land and promote the sound development of rural land circulation.The efficient circulation of rural land is the only way to realize China's agricultural modernization,and plays an important role in rationalizing the adjustment of rural industrial structure,increasing farmers' income,and accelerating urbanization.Gongzhuling City is an important commodity grain base in China with abundant agricultural land resources.Adjacent to Changchun,capital of Jilin Province,it has strong geographical advantages.The transportation is convenient.G1 Beijing–Harbin Expressway and Changchun-Shuangliao Express Way run through the whole territory.The secondary and tertiary industries are developed,and the main indicators of industrial economy rank among the top three at the county level in Jilin Province.All these have provided unique conditions for the circulation of rural land and the development of moderate scale agriculture in Gongzhuling.As a major grain-producing county with great characteristics,the scale of rural land circulation in Gongzhuling has been continuously expanding in recent years.The circulation forms are diversified and certain achievements have been made.The benefits brought to farmers are obvious to all.However,at present,the transfer of agricultural land in Gongzhuling is still at the spontaneous stage,and a mature rural land transfer market has not yet been established.According to the statistics of Gongzhuling Rural Economic Management Station,in 2018,the farmland transfer area in Gongzhuling was 82,700 hectares,accounting for 26.8% of the total farmland area,and the farmland transfer rate was low.The proportion of the inflow subject whose circulation scale is less than 10 hectares is 81%.The circulation form is relatively single,with leasing and subcontracting as the main circulation forms,and the share cooperation form accounts for less than 1%.In addition,the circulation of agricultural land in Gongzhuling still has the problems of low standardization and low scale.Based on the above background,this paper conducted a rural household survey of typical villages and towns in Gongzhuling and obtained 222 sample data.Through the investigation of sample data,it is found that there are still some problems in the circulation of rural land in Gongzhuling,such as the low degree of marketization,the separation of agricultural subsidies from operators,and the low profitability of the main body of scale inflow.Based on the theoretical summary of the relevant research on rural land circulation in China,combined with the author's work practice and field research,this paper sorts out the causes of the above problems: The imperfection of the rural social security system leads to the farmers' low awareness of farmland circulation.The phenomenon of arable land fragmentation is serious and it is difficult to transfer contiguous land.Gongzhuling's rural financial system is not perfect and it is difficult for both parties to transfer funds.The grass-roots government has a weak sense of service and does not have enough efforts to build an information platform for land circulation.The absence of government guidance and the lagging work in Land approval;Land output rate dropped,agricultural production infrastructure fell behind,and agricultural industrialization was low,etc.In view of the fact that the development of agricultural land circulation market in Gongzhuling is slow,this paper makes an in-depth analysis of the samples from the field survey and the statistical data provided by Gongzhuling Rural Economic Management Station,and puts forward feasible suggestions for promoting the healthy development of rural land circulation in Gongzhuling from different angles: Vigorously publicize the relevant policies on land circulation and enhance farmers' circulation awareness;The policy supports the main body involved in the land circulation and improves the enthusiasm of farmers in the land circulation.Establish a service platform for land circulation and a transaction information management system,speed up the construction of intermediary service organizations for land circulation,and improve the land value evaluation system;As soon as possible to solve the problem of arable land fragmentation,as soon as possible to achieve one family one field;Changing government functions and standardizing government behavior,the government should not only be absent but also offside in the land circulation work.Perfect the construction of agricultural production infrastructure to provide a good production environment for land circulation.
