| China is the largest developing country in the world,and the "three rural issues" have always been a major problem restricting China s economic development and social progress.In recent years,the central government has promulgated relevant policies in order to solve the problems of agriculture,rural areas and farmers.The central document No.1 of 2001 summarized the working objectives of agriculture and countryside in one word:" Guaranteeing supply and increasing income for people’s livelihood,reforming and innovating to increase vitality",and reviewed the requirements of No.1 document,covering the guarantee mechanism of agricultural products supply,the system of agricultural support and protection,the system of agricultural production and operation,the new mechanism of agricultural socialization service,and the system of rural collective property rights." From the perspective of farmers’ concerns to social hot spots,the paper responded.So far,Central Document No.1 has focused on agriculture,rural areas and farmers for ten years in a row.At present,China’s rural areas are in a critical period of transformation.Under the background of balancing urban and rural development,the government has issued a number of documents and related supporting policies.In 1997,the Decision on Several Major Issues in Promoting Rural Reform and Development adopted by the Third Plenary Session of the Seventeenth Central Committee put forward the requirements of perfecting land contractual management rights and functions and promoting land circulation.This document can be said to be a programmatic document for promoting rural land reform and development under the new situation,which is a solution to the problems of "agriculture,countryside and farmers".We have laid a good foundation.In January,the three meetings jointly issued the Guiding Opinions on Promoting the Innovation of Rural Financial Products and Services in an All-round Way,which put forward requirements for rural land transfer financing under the background of exploring and confirming rights.Document No.1 of the Central Committee of the People’s Republic of China also put forward that the registration system of contractual management rights of rural land should be improved,the protection of real rights of contractual manageme anagement rights of rural arable land,forest land and other land should be strengthened,and the registration and certification of contractual management rights of rural land should be basically completed within a period of time to properly solve the problems of farmers’inaccurate Contractual Land area,four to unclear,and so on.Question.With the release and active promotion of land transfer at the national policy level,how to give full play to land assets and broaden the financing channels of large-scale operators is very worthy of our study.At present,the financing mode based on land circulation is still in exploration both in theory and in practice,and has not yet formed a mature system.So we need on the basis of previous studies,combined with the related theory and the present situation of our country and actual,absorbing the research experience at home and abroad,analysis of China’s existing land circulation problem of financing and land transfer financing innovation should follow the principles based on the rural financial system and rural land transfer gold current Put forward several suggestions for improvement,hoping to contribute to solving the financing difficulties of farmers. |
