Research On Poverty Alleviation By Industry In Xiangcheng County

Industrial poverty alleviation is a process of poverty alleviation and development with industrial development as the lever,which is the core and key of poverty alleviation and development work.Since the 13 th five-year plan,the "targeted poverty alleviation" strategy has been implemented nationwide,covering a number of measures to alleviate poverty,including industrial poverty alleviation,asset income poverty alleviation and employment poverty alleviation.The biggest difference between industrial poverty alleviation and general poverty alleviation measures lies in that industrial poverty alleviation is a kind of "blood-based" poverty alleviation,which is sustainable,an important part of poverty alleviation strategy and the top priority of poverty alleviation work in China.Along with the development of industry of poverty alleviation work,our country industry has obtained remarkable achievement for poverty alleviation,but also faces some difficulties and problems.Xiangcheng is the agricultural county in central henan province,industry actively promote poverty alleviation work,its industry experience and results for poverty alleviation has certain typical and representative.By thoroughly sorting out the mainstream theories of poverty alleviation at home and abroad,this paper deeply understands the current economic situation,development situation,natural resources,development advantages and other conditions of xiangcheng county,and finds out the actual causes of poverty in xiangcheng county.Through the in-depth analysis of the causes of poverty,as well as the evaluation of the sustainable effect of industrial poverty alleviation,the possibility and necessity of industrial poverty alleviation in xiangcheng county are clarified.Then,by analyzing existing industrial poverty alleviation practices,this paper uses case analysis method to analyze the advantages and disadvantages of the leading enterprise driven industrial poverty alleviation model and the government-driven industrial poverty alleviation model by comparison of actual cases,and draws inspiration,finds out the problems in the industrial poverty alleviation practices,and finally summarizes the countermeasures to promote the industrial poverty alleviation development of xiangcheng county.This paper mainly studies the development status of industrial poverty alleviation in xiangcheng county,and demonstrates that industrial poverty alleviation is the poverty alleviation mode of its sustainable development.Although some effects have been achieved in industrial poverty alleviation in xiangcheng county,there are still many problems in the implementation process,such as weak pertinency of government policies,lack of overall planning,difficulty in ensuring the interests of poor households in the benefit linkage mechanism,low education level of industrial poverty alleviation subjects,insufficient cognition,prominent problems of homogenization of industrial poverty alleviation,single structure,and too much reliance on traditional industries.In order to get rid of this predicament,we should strengthen the government policy support,perfect the propaganda and organization mechanism;Strengthen the leading role of leading industries in industrial poverty alleviation;Focus on cultivating the main body consciousness of the poor households,and give full play to the main body role of the poor households with maximum efficiency;An effective interest linkage mechanism can be established to ensure participants' own interests.
