Research On The Problems And Countermeasures Of The Fund Management Of The Special Poverty Alleviation In The City Of Ulanqab

The special financial fund for poverty alleviation is referred to as "poverty alleviation fund",which is a way that the central government supports the local government to help the people in difficult areas to develop their economy,to get rid of the predicament as soon as possible,and to realize common prosperity.Poverty-supporting funds cover financial poverty alleviation and development funds,cash for work and development funds for ethnic minorities,and so on.Properly managing poverty alleviation funds is an important task for the Party at all levels and the government to comprehensively deepen the central government’s normal poverty alleviation.In order to ensure that our country will step into a well-off society completely in 2020,the work of poverty alleviation and development is the focal point,and the intensity of poverty alleviation is increasing,but there are some problems in the utilization of funds,which need to be solved in time.The overall economic development rate of the Ulanqab region is relatively slow.Although there have been some achievements in poverty alleviation in recent years,there are still some problems in the current situation of fund management for poverty alleviation,and their management level still needs to be improved.In order to improve the current situation of fund management for poverty alleviation,We should learn from the successful experience of other cities actively and perfect it according to our own practice.This research mainly uses the literature research,the practice investigation method to carry on the development,through the collection and the inquiry to the massive periodical data,achieves the detailed and profound understanding poverty alleviation fund management related concept and the idea,provides the theory basis for the practice research.The main research content of this paper includes five parts,the first part and the second part are the basic part,which is based on the research background and related theoretical basis of this topic,in order to achieve the foundation;The focus of this study is to discuss the current situation,problems and causes of fundManagement of poverty alleviation in Urumqi.In the light of the present situation of fund management for poverty alleviation in Ulanqab city,it is found that the fund management of poverty alleviation in recent three years and its countermeasures The efficiency is relatively improved,and some achievements have been made in the implementation of poverty alleviation funds and the scope of application of funds.However,from the practical investigation,we can see that there are still shortcomings in the distribution,supervision and performance of fund management of poverty alleviation in Urumqi.The reasons can not be separated from several aspects,such as fund channel,fund management,supervision mechanism and so on.Based on the above investigation and practice research,this study draws the following conclusions: according to the actual development situation of Urumqi,we can properly expand the funding channels,can improve the accuracy of the use of poverty alleviation funds;It is possible to optimize the fund management by constructing a special fund operation mechanism for poverty alleviation,to realize dynamic management,to improve the effect of financial poverty alleviation fund supervision and management through the whole process of supervision and control.In the long run,Ulanqab should construct a performance evaluation system for poverty alleviation funds in order to ensure the maximum application of poverty alleviation funds.
