Research On The Plight And Countermeasures Of Targeted Poverty Alleviation In Z Town,Weihai City,Shandong Province

With the continuous and rapid development of China's economy and the improvement of social civilization,the pace of the country's basic modernization and the great rejuvenation of the Chinese nation is unstoppable,and the problem of poverty must be solved.The government attaches great importance to the problem of poverty,and the way to solve poverty is more scientific and accurate.The most obvious sign is the theoretical construction and implementation of the "targeted poverty alleviation" model.On the basis of previous scholars' research,this paper combs the realization path of targeted poverty alleviation,and sums it up to four core dimensions: accurate identification,accurate assistance,accurate management and accurate assessment.Taking Z town of Weihai City in Shandong Province as an example,this paper makes a systematic study of targeted poverty alleviation,and analyzes the current situation of targeted poverty alleviation in Z town of Weihai City from three progressive levels of goal,measure and effect,which provides a basis for continuous optimization.On the basis of fully understanding the current situation,this paper evaluates the targeted poverty alleviation in Z town of Weihai City by using the composite methods of AHP and fuzzy comprehensive evaluation.In terms of research methods,while adopting the method of literature and data,it adopts the research method of questionnaire survey,and through the design,distribution,recovery and analysis of the questionnaire,it understands the problems and causes of targeted poverty alleviation in Z Town,and the questionnaire survey results The results show that the problems of accurate identification in Z town are mainly objective obstacles,difficult income statistics,lack of targeted measures,inconsistent poverty alleviation requirements with villagers' wishes,poor information file management,nonstandard project construction and operation management,poor special fund management,and accurate assessment The main problems are that the performance mechanism is not clear,the linkage between performance and salary is not strong,and the fairness of self-evaluation is missing.The main reasons for the problems in accurate identification are that villagers have no bookkeeping habits,and the working ability of poverty alleviation personnel is not strong.The main reasons for the problems in accurate assistance are that the planning is not scientific enough,the respondents think that the communication with villagers is not enough,and there are problems in accurate management The reasons include the objective weak foundation of administrative management,personnel quality can not keep up,path dependence and other factors.The main reasons for the problems of accurate assessment are unclear relationship arrangement and lack of reasonable incentives.Based on the research on the problems and causes of the targeted poverty alleviation in Z Town,this paper puts forward some suggestions on the targeted poverty alleviation in Z Town: improve the accurate identification mechanism,establish a dynamic adjustment mechanism rooted in the reality and constantly improve the information files.We will lay a solid information foundation for targeted poverty alleviation by improving the accurate identification mechanism.We will promote precise assistance,tap unique geographical resources,and strengthen communication with the poor.Through the characteristic tourism industry,we can get rid of poverty in the way of market economy.At the same time,we can communicate with the poor people and solve the practical problems of the poor people accurately.We will optimize precise management,strictly manage information files of poor households,modernize project construction and operation,and standardize the management of special funds for poverty alleviation.Through the modern standardized management,we can guarantee the targeted poverty alleviation and avoid the corruption of poverty alleviation funds and other problems in the process of targeted poverty alleviation.Strengthen accurate assessment,build a clear and reasonable performance mechanism,strengthen the linkage between performance management and compensation management,and introduce the third-party evaluation mechanism of poverty alleviation results.Through accurate assessment,the sustainability of targeted poverty alleviation can be realized,which can relieve the worries of poverty alleviation cadres and improve their working motivation.
