Exploration On The Transfer Mode Of Agricultural Science And Technology Achievements In Yangling Demonstration Zone

Practice shows that the agricultural technology transfer mode is one of the effective means to solve the agricultural problems,rural problems and farmers' problems.Therefore,studying the agricultural technology transfer mode can not only improve the efficiency of agricultural extension and agricultural production in China,but also deepen the structure of agricultural supply side in China.Reform is of great significance to the development of agricultural industrialization.However,there is still a gap between the conversion rate and agricultural technology transfer mode in China and developed countries.In the current research on agricultural technology transfer mode,most of them are analyzed from the macro perspective.The agricultural technology transfer mode have strong regional characteristics.Therefore,this study comprehensively and systematically studies the agricultural technology transfer mode and existing problems and causes in Yangling demonstration from the reginonal perspective in order to find the characteristics of the agricultural technology transfer mode in Yangling Demonstration,thus providing a reference basis for decision-making of relevant government departments.The paper first introduces the definition,significance,problems and research process of the agricultural technology transfer mode in China and at abroad,and then it gives an introduction about the theoretical issues of the nature,classification and transfer characteristics of the agricultural technology.Secondly,this research explore the recent problems of the agricultural technology transfer mode in Yangling Demonstration through the interview method and questionnaire method Taking the transformation subject as the classified standard,the agricultural technology transfer mode in Yangling Demonstration is divided into four types: government-led,enterprise-led,cooperative-led and university-led.The typical case analysis were used to explore the operation mechanism of each mode.On the basis of this,SWOT method is used to analyze the advantages and disadvantages of each mode.Meanwhile the problems and causes of each mode are carefully analyzed.And the root cause of the advantages and disadvantages of each model is the non-consistent supply demand in the process of agricultural scientific and technological achievements transformation and the public and commercial contradictions in the transformation of agricultural scientific and technological achievements.Finally,the optimization strategies of each agricultural technology transfer mode are proposed from various angles.The study found that the different agricultural technology transfer modes in the Yangling Demonstration Zone have different operating mechanisms,and each mode has significant advantages and disadvantages.For the government-led mode,it has a strong public interest.The main manifestation is that the government,as the leading force in agricultural development,has an absolute advantage in resource allocation such as macro policy formulation,project management,and financial support.In short,the first is that the main force is higher than other modes;the second is that the organizational management ability is relatively stronger than other modes;the third is that the advantage in the popularization is relatively higher than other modes;the last is that it has stronger stability in terms of funding than other modes.For the enterprise-led mode,the agricultural technology transfer mode of enterprises has obvious market-oriented characteristics.Mainly reflected in the enterprise as the main body of the market economy,it has an absolute advantage in grasping the market information and building the industrial chain.The specific performance is as follows: First,the promotion efficiency of the enterprise promotion team is significantly higher than other modes;second,the initiative of the enterprise promotion team is significantly higher than other modes;third,the flexibility of capital use is higher than other modes;fourth,market sensitivity is also significantly higher than other modes.As for the cooperative-led mode,cooperatives,as a group of interests formed by farmers,are oriented to the needs of farmers in the process of agricultural technology transfer,and their advantages in agricultural technology transfer mode are mainly reflected in the following aspects.First,the efficiency of the transformation team is higher,which is better than the government-led mode.Second,the conversion team is more motivated and better than the government-led mode.For the universities-led mode,colleges and universities are oriented by science and technology in the process of agricultural technology transfer.As a gathering place of experts and scholars,they have absolute advantages in research and development and also the understanding of new technology.In short,the advantage of the university-led mode is that the R&D strength is higher than other modes;the second is that the promotion team is more professional than the other modes;the third is the better financial stability;and the fourth is the higher flexibility of capital use.
