With the advent of 21st century, knowledge and high technologies are essential for deciding the development of the era and ushering the world. Various countries are dedicated to the R&D on science and technology, while pure R&D on science and technology cannot achieve economic growth. How to transform the achievements of scientific research and development into practical productivity and create business values via technology transfer is the decisive factor of economic development. Thus technology transfer is essential. With the rapid advancement of technical market, the supply of technology transfer talents becomes the key issue, and its cultivation becomes the hotspot urgently needing to be paid attention to. This paper shall research on how to conduct cultivation on technology transfer talents basing on China’s national conditions. Adopting literature analysis, case research and interview and referring to overseas advanced experience, it conducted interview and summarization on domestic outstanding technology transfer talents. In addition, it obtained policy suggestions concerning the cultivation of technology transfer talents. It suggests setting up professional master’s degree on technology transfer and establishing net structure; and governments, institutions and colleges should make concerted efforts to cultivate technology transfer talents. Moreover, it suggests establishing multiple modes of cultivation scheme on technology transfer talents, improving the access threshold of technology transfer work, and perfecting qualification authentication on technical transformation. It is aimed at researching on the cultivation of technology transfer talents via above suggestions and methods.
