With the aging of China's population,and environmental pollution and food safety problems deteriorating,the global incidence of cancer is gradually rising.Unfortunately,China's cancer morbidity and mortality are already in the forefront of the world.The medical industry of tumor precision can provide some information of individual differences for patients and guidance for precise treatment,which can improve the safety and effectiveness of medications.The huge market potential and continuous advancement of technology have given birth to the booming industry.Y Enterprise is a tumor sequencing enterprise in the growth stage.Its performance management system is still not perfect,and the performance evaluation results are inefficient,which do not match the strategic vision of the company.In the present paper,based on the principle of balanced score card,a systematic and perfect performance evaluation system for Y enterprises is designed from four aspects including finance,customer,internal process,learning and growth.Firstly,this paper uses the literature review method to review and sort out the relevant theories of balanced score card and high-tech enterprise performance evaluation.Through investigating literature,the role of performance evaluation,BSC research status and advantages and disadvantages are deeply understood.Secondly,using the method of survey and interview,and the method of case analysis,the author investigates and summarizes the industry background,industry characteristics,Y company's operation status and performance evaluation status of Y enterprise.Also,the author analyse the feasibility constructing performance evaluation system of Y enterprise based on BSC principle.Thirdly,when constructing a BSC-based performance evaluation system,the priority map method is used to assign weights to performance evaluation indicators.After that,the performance evaluation results of Y enterprises are calculated through simulation performance test,and the evaluation results are evaluated and analyzed.Finally,the rationalization proposal for the performance evaluation system of Y enterprises is put forward.Through the analysis of the results of the simulation test,it is found that the BSC performance evaluation system can reflect the comprehensive operation of the enterprise,make the performance evaluation tend to be balanced and perfect,and can transform the business operation behavior and individual employee's efforts into an action plan to promote the enterprise's strategic practice.It is conducive to the long-term development of enterprises and maximizes the value of enterprises and stakeholders.
