Under the background of innovation-driven development strategy,the marketization and industrialization of scientific and technological achievements is a proposition of great epochal significance.It is necessary to build a more effective incentive system for scientific research teams.GZRJS research institute,as a joint scientific research institute established by CAS and local governments,aims to promote the market-oriented and industrialized application of research results and realize the economic and social value of innovative achievements by relying on its strong scientific research strength.The research projects of the Institute involve intelligent city,intelligent transportation,IOT,electronic forensics,photoelectric system assistance,block chain,food traceability,advanced computing technology,financial security and data analysis,etc.The market application prospects are broad.However,since its establishment in 2011,the transformation rate of scientific and technological achievements(products)industry is only 2%,which is far from the operational goal.In view of this problem,this paper analyses and seeks solutions from the perspective of incentives for scientific researchers.This paper adopts the methods of literature research,in-depth interviews and questionnaires.Based on the theory of enterprise incentive,the satisfaction and demand of incentive system of GZRJS Research Institute are investigated by questionnaires,and the incentive scheme focusing on the industrialization of scientific and technological achievements is interviewed in depth.The results show that the low conversion rate of scientific research results is mainly due to the low willingness of scientific researchers and laboratory directors to transform scientific research results.The deeper reason is that the research institute has not yet formed a specific incentive system in the process of industrialization of research results,which makes it difficult to really and effectively motivate researchers.The main manifestations are as follows: 1.The industrialization orientation of salary incentive is insufficient,and the salary is not designed according to different types and levels of scientific researchers,nor is the direction of industrialization designed.2.The incentive orientation of performance appraisal is not clear,and the relevant indicators of industrialization are not covered by performance appraisal indicators.3.The incentive effect of individual growth is not significant.There are two parallel lines between scientific research work and management system,lacking of conversion channels,and individual growth is limited.4.The lack of the guarantee system for the transformation of scientific research achievements does not fully guarantee the adverse impact on scientific researchers after the failure of industrial transformation.5.Inspiration is not in place.Inside the organization,the organizational culture of industrialization is not formed and the overall atmosphere is not strong.Accordingly,this paper proposes to optimize the current incentive scheme of GZRJS Research Institute from the aspects of perfecting the incentive system of industrialization,ensuring the rights and interests of industrialization,salary performance appraisal design and so on.At the same time,the paper argues that we should also strengthen the construction of corporate culture,platform and support system to ensure that the new incentive scheme forms the actual incentive effect.
