Industrialization of STA(Scientific and Technological Achievements) is one of the important strategies to achieve sustainable development and maintain competitive advantage at present. This paper focuses on evaluating the transformation efficiency of STA in China’s 30 provinces and regions from 2007 to 2013 years, establishes a KM(Knowledge Management) system of TSTA(the Transformation of Scientific and Technological Achievements) and an index system to evaluate the efficiency of TSTA, Then the importance of KM in the TSTA is explored through theoretical analysis and empirical research. From the perspective of KM, the status quo of TSTA are analyzed. Then, the efficiency of TSTA is evaluated after excluding the effect of environmental factors and random errors in evaluation process and correlation among indicators on evaluation results by using factor analysis and the three stage data envelopment analysis model.Firstly, to analyze the efficiency of TSTA comprehensively, this paper contact the knowledge attribute of STA and the coupling relationship between the process and the target based on TSTA and KM, puts forward a KM system of TSTA and constructs an evaluation index system of TSTA from three aspects of input, output and influence factors. Secondly, in order to eliminate the correlation between indexes and reduce the difficulty of comprehensive selecting indicators and based on the features of data envelopment analysis evaluation model, factor analysis method is utilized to conduct regression analysis of the input and output indicators of TSTA, and PCA(Principal Component Analysis) is used to extract the common factor of input and output. Thirdly, the three stage data envelopment analysis model is exploited to evaluate TSTA in china. In the process of calculating the efficiency of TSTA, SFA(Stochastic Frontier Analysis) is used to analyze the effects of environmental factors, random errors and management level on the input redundancy, all the evaluation units are placed in the same scientific and technological environment and exert ed the same influence of random errors, Then the DEA model is employed to expose the real management level of TSTA.This paper makes an objective and comprehensive evaluation of the efficiency of TSTA in china, in order to identify the most favorable environment of TSTA, and to provide an effective guide for TSTA.
