The current global economy has entered the era of information economy.With the rapid development of Internet technology,since the emergence of e-commerce,it has played an important role in the development and transformation of social economy.E-commerce is known as one of the "four new inventions" in the new era,especially the popularization of mobile Internet.E-commerce has increasingly become an inseparable network activity.E-commerce as a new industry,its many advantages are favored by many netizens,but also created a new industrial field,which plays an important role in promoting and promoting the transformation of China's social and economic development mode.The virtuality and concealment of e-commerce online transactions are more difficult to supervise and manage than the real economy.At the same time,the development of e-commerce also brings many problems such as fake goods,bills,fraud and so on.Credit,as the cornerstone of the development of human society,is one of the important means to restrict and regulate behavior.A series of problems brought by electronic commerce are also credit problems.As an important regulator of the development of market economy,setting up a good environment for e-commerce credit development is an important function of the government.Maintaining good e-commerce credit is not only a driving force to promote the development of e-commerce industry,but also an important factor to promote the stability of the current economy.According to the general idea of "analyzing the current situation,summarizing the problems,finding out the reasons,drawing lessons from benchmarking and putting forward suggestions",by using the methods of literature study,comparative study and interview survey,this paper first starts with the current situation of the government's promotion of e-commerce credit construction,and then summarizes the current measures and achievements of the government's promotion of e-commerce credit construction.The current situation of the government's promotion of national e-commerce credit construction.Secondly,through the analysis of the current situation,this paper summarizes the existing problems of the government in promoting the construction of e-commerce credit from the aspects of laws and regulations,supervision and implementation,and credit cultivation,and summarizes them as the late start of credit laws,the involvement of e-commerce regulatory departments,the inadequate implementation of policies and regulations,etc.Starting from theexisting problems,this paper explores the causes of the problems,and summarizes them as the existence of e-commerce credit laws and regulations,lack of specific responsibilities of management departments,lack of cultivation of e-commerce credit environment,and so on.Thirdly,in order to put forward that our government should promote e-commerce credit,we analyze the e-commerce credit system of the United States,South Korea,the European Union and so on.In the United States,the focus is on the perfect e-commerce legal system,extensive credit system and self-discipline of both sides of the transaction;in South Korea,the focus is on the perfection of the legal system and the establishment of consumer rights protection mechanism;in the EU,the focus is on the induction and summary of its perfect legal system and consumer protection.Taking the United States,South Korea and the European Union as benchmarks,and taking the experience of our government in promoting e-commerce credit construction as a reference,this paper summarizes its experience as strengthening credit system construction,improving consumer rights protection system,fulfilling regulatory responsibilities of e-commerce platform,and improving e-commerce laws and regulations.Finally,in view of the problems and reasons that our government promotes the construction of e-commerce credit,this paper puts forward the strategies that the government promotes the construction of e-commerce credit system in view of the existing problems,and elaborates from four aspects: the construction of laws and regulations system,the strengthening of e-commerce review,the strengthening of credit supervision measures,and the exertion of government regulation and control functions: attaching importance to e-commerce credit laws and regulations;In terms of strengthening the construction of credit laws and regulations,formulating the evaluation system of transaction credit and perfecting the transparent mechanism of transaction information,strengthening credit supervision measures,strengthening the supervision of both sides of transaction,perfecting the market access mechanism and implementing the real-name certification system,strengthening credit supervision measures,proposing the establishment of a government-led third-party supervision platform,strengthening the enforcement of penalties and establishing electronic systems.In the aspect of giving full play to the functions of government regulation and control,we should advocate the integrity of e-commerce trading companies,safeguard the legitimate rights and interests of consumers,improve the feedback mechanism of trade dishonesty,and cultivate the integrity atmosphere of e-commerce.At end the main conclusion is summarized,and points out the shortcomings of the article.I hope that with the help of this study,it can provide a reference for the government to effectively promote the construction of e-commerce credit system.
