Study On The Comprehensive Evaluation And Countermeasures Of Urban Coordinated Development In Huaihai Economic Zone

The focus of regional coordinated development is the relationship and connection between cities.With the acceleration of the country's new urbanization process,economic development has entered the new normal,and coordinated urban development has gradually become an important means for regions to enhance their comprehensive strength and cope with fierce competition at home and abroad.Huaihai Economic Zone is located in an important geographical position and has unique advantages in the development process.However,due to geographical location and other reasons,it is restricted by various factors in the development process,which not only restricts its own development,but also has adverse effects on the rational promotion of new-type urbanization nationwide.Therefore,scientific evaluation of urban collaborative development and promotion of communication and collaboration between cities can not only improve the development capacity of Huaihai Economic Zone itself,but also promote the better development of national urbanization.Taking Huaihai Economic Zone as a case study and summarizes its evolution process.The Huaihai Economic Zone has gradually expanded from 14 cities in the 1980 s to 20 cities in four provinces,including Jiangsu,Anhui,Shandong and Henan.It has gone through four main stages: "Joint Cooperation(1986-1999)--Planning Guidance(2000-2009)--Integration Construction(2010-2014)--Important node Construction(2015-present)".By analyzing regional coordinated development related concept,connotation and theory,build the economic,social and infrastructure,resources and environment of four subsystems,a total of 26 indicators of Huaihai Economic Zone the coordinated development of urban comprehensive evaluation index system of comprehensive evaluation model was constructed by applying the method of combination of relative entropy empowerment,from 2007 to 2016 Huaihai Economic Zone to evaluate urban coordinated development,and from the Huaihai Economic Zone urban coordinated development in general,the static and dynamic three aspects are analyzed.In general,the coordinated development level of the four subsystems of Huaihai Economic Zone is relatively low,so it is urgent to strengthen the coordinated development of the subsystem of resources and environment,the subsystem of economy and the subsystem of society.Through comprehensive evaluation and analysis,five main problems existing in the process of urban coordinated development in Huaihai Economic Zone are summarized.Market segmentation,industry convergence phenomenon is serious;Administrative division constraints,the lack of high-level coordination institutions;The ecological situation is serious,the resource environment pressure is big;Infrastructure is not smooth,the phenomenon of disorderly competition is serious.In view of these problems,this thesis puts forward seven countermeasures and suggestions to strengthen the coordination of urban construction,market,industry,governance,service,resources,environment and infrastructure.
