At present,98%of the total number of enterprises in China are small and medium-sized enterprises.The products and services they create account for about 60%of GDP,51%of total tax revenue,and provide up to 80%of employment opportunities.They play a pivotal role in domestic and foreign trade.Technological SMEs have high growth and high returns,but they also have high-risk characteristics.As far as the reality of small and medium-sized enterprises is concerned,there is a general lack of modern management concepts,a lack of sound relevant systems,or even a lack of performance management.Can not provide superior pay treatment compared to large companies to attract talents.Therefore,the exploration and improvement of the performance evaluation system of science and technology SMEs has gradually become one of the important sections of accounting theory and practice.Based on the relevant theories of performance and performance management,this paper makes an in-depth study of EVA and BSC.Then it sum marizes the two performance evaluation methods and their respective characteristics,and then reads the releva nt domestic and foreign literature,and combs and classifies them.Then take the case of syh of SME of science and technology as an example,combine the background,market situation and strategic goal of syh company,design and implement the invesrtigation plan,understand the problems existing in the current performance evaluation of syh company,and analyze the causes of these problems.On this basis,according to the principles of the SYH company's performance evaluation system construction,the strategic goals of SYH company are decomposed,the indicators of the EVA-RSC performance evaluation system are determined,the weight of the indicators is determined by the analytical hierarchy process,and the basic model of the SYH company's performance evaluation indicator system is constructed.It is analyzed from four aspects:finance,customer,internal process and learning and growth.After designing th.e new performance evaluation system model,the application of the new model is analyzed.According to the relevant data,the actual value of the performance evaluation is calculated;and the comparison between the above four dimensions and the standard value of the evaluation analysis is carried out.Finally,the corresponding safeguard measures are pointed out for the performance evaluation system of SYH EVA-BSC.Based on the research on the performance management of SYH,this paper designs a new performance evaluation system to solve the problems in the performance management of employees,which can provide reference for more S&T SMEs.In particular,it is worth promoting value in small and medium-sized enterprises with software development projects as the core..
