In recent years, the scale of China's trade has continued to expand, but the trade environment has gradually deteriorated. With the gradual disappearance of the demographic dividend and the emergence of cheap labor abroad,China's trade comparative advantage has begun to degenerate. The trade growth mode that relies on cheap labor and sacrificing the environment has been unsustainable. It is necessary to transform the trade growth pattern in China. And the quality of export products is important for trade transformation. And the problem of resource shortage and environmental degradation caused by the traditional extensive growth model has become increasingly prominent. The issue of environmental protection has been highly valued by the government and the public. To achieve the strategic goal of sustainable development,China is gradually improving its environmental regulation. The "Environmental Protection Tax Law of the People's Republic of China",which was implemented on January 1,2018,reflects the government's emphasis on environmental protection from the legislative level. The implementation of environmental regulation policies will inevitably affect China's trade development. In this context,it is of great significance to study the impact of environmental regulation on the quality of export products. This paper makes a theoretical analysis on the impact of environmental regulation on the quality of export products, and it makes an empirical analysis based on the data of industrial sector in China. This paper first reviews the relevant research literatures on environmental regulation and export product quality, and on this basis it defines the concept of environmental regulation and export product quality, and summarizes the different measurement methods of environmental regulation and export product quality. Then it makes a theoretical analysis of the path of environmental regulation affecting the quality of export products, mainly including the two modes of action: cost squeeze effect and innovation compensation effect. Then, this paper describes the development status of environmental regulation and trade in industrial industry in China, and uses the data of China's industrial industry to measure environmental regulation and export product quality. In the empirical analysis section, this paper sets the fixed effect model and uses the panel data of 30 industrial sectors in China from 2005 to 2015 to study impact of environmental regulation on the quality of export products, and then the mediation effect model was used to analyze the cost squeeze effect and innovation compensation effect. This paper draws the conclusions : Firstly, there is an inverted “U” relationship between environmental regulation and the quality of export products.Within a certain scope, environmental regulation will promote the improvement of the quality of export products, but when environmental regulation is too strict,it will be the opposite.Secondly, for the Chinese industrial industry,at present, increasing environmental regulation is conducive to improving the quality of export products,so environmental regulation can be further strengthened.Thirdly, environmental regulation has different impacts on different polluting industries.Environmental regulation has a great impact on the quality of export products in heavy and light polluting industries, and it has a “U”-shaped characteristic, but it has a single negative correlation with the quality of export products in the moderately polluting industry. In addition, environmental regulations have a greater impact on the quality of export products in lightly polluting industries. In addition,R&D investment and salary level are all conducive to the improvement of the quality of export products. The industry scale and foreign investment also have a positive effect on the quality of export products, while the capital-labor ratio will reduce the quality of export products. The research results of this paper indicate that the intensity of environmental regulation in China needs to be improved. Therefore,China can further increase environmental regulation and cooperate with other policies to jointly play the role of environmental regulation,R&D investment, and wage levels.
