Since China's reform and opening up in 1978,China's industry and manufacturing industry have achieved rapid development.China's economic growth has always ranked high in the world. However, the production process of enterprises, especially the production process of industrial enterprises, has a negative externality, which is mainly manifested in the deterioration of the ecological environment.China has always had a "low quality, low price" export model.Under the background that people around the world are paying more attention to the environment and the Chinese economy is in a new normal,China's export model will change accordingly.Under this circumstance, this paper mainly studies the issues of environmental regulation, enterprise innovation and export product quality in combination with trade theory, and specifically empirically analyzes the impact of China's environmental regulation on enterprise innovation and enterprise export product quality, the influence and mechanism of the quality of export products of enterprises. This paper also explores the direction of the implementation of China's environmental regulation policies to promote the structural upgrading of foreign trade. The research method of this paper is based on the analysis of classic international trade theory, combined with two two-way fixed-effect models and a simple regression model for empirical research. In the empirical study, the data of environmental regulation variables come from the manual collection of SO2 emission reduction targets formulated by 238 prefecture-level cities in China during the "Eleventh Five-Year Plan".The innovation variables of enterprises adopt the proportion of new products in the industrial and enterprise database, and the enterprises export Product quality is calculated using a method similar to Hallak and Sivadasan's quality endogenous decision model. Two two-way fixed-effect models are used to analyze the impact of the "Eleventh Five-Year Plan" environmental regulations that have been implemented since 2006 on corporate innovation and the quality of the company's export products. The regression model is used to analyze the relationship between corporate innovation and the quality of the company's export products. The results of the study show that environmental regulation will inhibit enterprise innovation, and it has a more obvious effect on general trade enterprises than processing trade enterprises, and it has a more obvious effect on enterprises in the eastern region than enterprises in the western region.Environmental regulations will improve the quality of export products of companies in high-intensity innovative industries and highpollution industries. In general, the quality of export products of enterprises and the innovation of enterprises have a U-shaped relationship, and the U-shaped relationship of enterprises with a general trade model is more obvious. The heterogeneity surveys of the companies in the four regions are consistent with this conclusion. Finally, this paper gives the corresponding feasible policy suggestions based on the research results.
