A Study On The Poverty Alleviation Effect Of Social Insurance:a Perspective Of Multidimensional Poverty

The 13 th Five-Year Plan period is the decisive stage for building a well-off society in an all-round way and achieving the goal of 100-year plan,as well as a decisive stage to win the battle against poverty.At the second session of the 13 th National People's Congress,it was pointed out that China's poverty alleviation work has won a major victory.The poverty-stricken population has dropped sharply from 98.99 million in 2012 to 16.6 million in 2018.The battle against poverty has entered a decisive period.The forms of poverty in China are constantly changing,With economic expansion having moderated to a "new normal" pace,multi-dimensional poverty becomes the essence of poverty.As an important safety net,social insurance plays an indispensable role in the national anti-poverty policy,and help more people out of poverty.Social insurance plays an important role in poverty alleviation and development.Helping poverty alleviation accurately is an inevitable requirement to implement national strategy and fulfill social responsibility.Therefore,it is more realistic to discuss the impact of social insurance on multi-dimensional poverty.Based on the poverty theory and anti-poverty theory,this paper put forward the concept of multi-dimensional poverty according to the essence of poverty under the new normal economy,and hypothesizes that social insurance has the effect of poverty alleviation,as well as can precisely helps the low-income groups and the elderly groups,and reducing their probability of falling into multi-dimensional poverty.The basic research structure of this paper are as follows.Firstly,theoretically explore the mechanism of social insurance participating in poverty alleviation.To discuss the causes of poverty and the ways to alleviate it.Insufficient capital formation is the primary cause of poverty,Social insurance effectively promotes capital formation.Secondly,it analyses the poverty situation and the development status of social insurance in China.Thirdly,we use the micro-data of the 2016 China Family Panel Studies to empirically test the poverty alleviation effect of social insurance and the accuracy of poverty alleviation by social insurance.Finally,on the basis of the main conclusions of this paper,some feasible suggestions are put forward.The basic research conclusions are as follows: First,Social insurance has the effect to alleviate poverty,which can significantly reduce the probability of residents falling into one-dimensional poverty and multi-dimensional poverty.Second,There is a vicious circle effect among one-dimensional poverty.Social insurance can effectively alleviate the vicious circle of poverty.Third,The poverty alleviation effect of social insurance is precise,which significantly reduces the probability that the low-income groups and the elderly groups fall into multi-dimensional poverty.Last,And the poverty alleviation effect of social medical insurance is significantly higher than that of social endowment insurance.Through the analyses above,this paper puts forward some policy recommendations to improve the social insurance system and improve the efficiency of precise poverty alleviation by expanding the coverage rate of enhance insurance,perfecting the level of social insurance treatment and improving the policy of social insurance contribution subsidyThe possible features of this paper are: combining the macro-environment of China's economic development,grasping the essential characteristics of poverty under the new normal,innovating the perspective of poverty theory research,studying the poverty alleviation effect of social insurance from the perspective of multi-dimensional poverty,and exploring the poverty alleviation effect of social insurance through building multi-dimensional poverty index on the basis of detailed theoretical basis.
