In recent years,China's transportation infrastructure construction has developed rapidly.The development of management mode lags behind the speed of construction,especially some small and medium-sized prefecture-level cities and county-level cities and other underdeveloped areas,which lack effective transportation asset management system.This study is to design an appropriate transportation asset management system for such underdeveloped areas.It improves the asset operation and decision-making ability of local traffic facilities management institutions and has certain reference significance for other similar areas to establish the transportation asset management system.Lingyuan,Panjin,Donggang and Kuandian of Liaoning province were selected as survey cities to understand the current situation and problems of transportation asset management in underdeveloped areas.The paper analyzes its particularity.The aspects that should be focused on improvement in system design,namely special demand,were given.Based on the characteristics of transportation asset management in four cities,the paper designs the transportation asset system framework in underdeveloped areas and designs the corresponding decision-making algorithm.The specific work is as follows:(1)Design the management system framework,including the asset evaluation system,facility status and performance quantitative description,status and performance prediction system,operation and maintenance decision-making process,continuous feedback system five functional modules and database tool module.(2)Asset evaluation is the liquidation of asset value.According to the applicability and feasibility,the replacement cost method is selected as the evaluation method in the study.Moreover,the road assets in lingyuan are taken as an example for evaluation and calculation.(3)The quantitative description scheme improves the parts that are difficult to achieve in the standard evaluation system.The paper develops an easy-to-operate scoring guide manual for road facilities.It quantifies pavement crack damages from two aspects of disease severity and density.The evaluation criteria of each component(index layer)of the bridge were established.The weight was determined by the analytic hierarchy process,and the evaluation values of the whole bridge(target layer)were obtained layer by layer.(4)Considering the characteristics of underdeveloped areas,the prediction method is selected for comparison from the perspectives of accuracy level,simplicity and amount of data required.Prediction method includes the commonly used regression prediction method,gray prediction method and the time series method proposed in this paper.The third kind of method has the advantage of requiring very little historical data.The results show that GM(1,1)method of gray model is the most suitable for road prediction,and Holt exponential smoothing method of time series is the most suitable for bridge prediction.(5)Different from previous studies on decision-making models,the paper focuses on refining the decision-making process.In addition,the paper gives the specific decision tree model of countermeasures selection.Taking the demand project of lingyuan city as an example,the project priority is obtained by sorting method.The method of linear programming is used to optimize the process of measure selection.And the example problem is solved by matlab.(6)In terms of database,the paper selects transportation asset card based on the mature representation parameter system and combines with practice.It lists main window function menu and carries out interface design for the sub-menu of road asset.Based on four cities set up transportation assets management system.Through the system framework,assets evaluation,facilities,performance prediction,decision-making process,the contents of the database design,to realize the value of infrastructure asset,whole life condition assessment,performance prediction,operational scheme selection and allocation of funds and other functions.Deliver in four cities use,to a certain extent,improve the local transportation asset management level.
