In order to improve the national localized agricultural informatization level, it is thought that the obstacles in the process of the agricultural informatization developmentmust be targetedly solved according to the actual situation of each areas.Presently, the methods of measurement about the agricultural informatization level in our country are still behindhand, and the evaluation system of the indexes about the agricultural informatization level is not comprehensive.In this paper the localized agriculturelinformatization level in Guangxi area was measured using the Porat’s method, and the ones in the next ten years were forecasted by Brown double exponential smoothing, through comparing the measurement methods of domestic and overseas scholars about the national and localized agricultural informatization level and combining with the special geographical factors, humanity factors, economic factors, historical factors and environmental factors of the national areas in out country.The theoretical knowledges about agricultural informatization, as well as the domestic and overseas current situations of agricultural informatization were simply introduced in the second chapter. In the first part the theoretical knowledges about agricultural informatization, including the specialized terms correlative with agricultural informatization, the leveles and concrete content of agricultural informatization, were introduced in order to discuss and obtain the connotation of the agricultural informatization. And then the domestic and overseas current situations of agricultural informatization were compared to find out the behindhand aspects of agricultural informatization in our country.The domestic and overseas methods of measurement about agricultural informatization were simply expounded the third chapter. Analyze and compare the superiority anddisadvantages of present domestic and overseas methods of measurement about agricultural informatization, combining with the speciality of national areas and our country conditions. Finally, the Porat’s method was chose to measure the agricultural informatization level in Guangxi area. The agricultural informatization level in Guangxi area was measured, and thedevelopment tendency in the next ten years was forecasted in the forth chapter. In thispaper the agricultural information department was divided into the first agriculturalinformation department and the second agricultural information department by thePorat’s method. Based on these the national localized development level was measured.The results indicated that the development level of agricultural informatization inGuangxi area is increasing, but not high. Three factors influential on the agriculturalinformatization level in Guangxi area were calculated and analyzed using meteringflyback method, and obtain the influence extent of these information factors to theagricultural production. Additionally, the development tendency in the next ten yearswas forecasted using double exponential smoothing. The results indicated that theagricultural informatization level in Guangxi area is just on the beginner stage, andmore effort is need for agricultural informatization development. Finally, the problemsin agricultural informatization development were pointed out based on the measuredand forecasted results. And the key points were found out through the analysis of mainobstacle, infrastructure barriers, the attention of government and carrier obstacle.According to the results of chapter4in analyzing the multiple combinationobstacles confronted by developing Agricultural information in the ethnic minorityareas, the fifth chapter put forward a few suggestions. This dissertation gives threeadvices: Firstly, in terms of welfare economics and public policy theory, we shouldconsolidate information public management and service duty of government andcoordinate development of urban-rural area. Secondly, in the light of informatics theory,we must nail down the serving orientation of information releasing subject and objectand enhance the maneuverability of information issuing. Finally, in accordance witheconomics and public financial allowance theory, we should definitize the keysupporting point of public finance and increase the resources allocation efficiency.Aiming at the above obstacles, this dissertation gives relative countermeasures todevelop China’s agricultural informatization. In the case of lacking agricultural informatization evaluation index system in China,combined informatization evaluation index system with agricultural informatization’scharacteristic in Ethnic Areas, this paper make use of Porat’s method in measuringGuangxi region of China’s agricultural informatization level. After empirical analysisagriculture informatization level in the Guangxi area, this paper respectively exploresthe factors in impacting ethical region agriculture informatization level and predict theagricultural informatization development trend next future ten years in GuangxiProvince by using regression analysis method and the two time Brown exponentialsmoothing method.Therefore, this article has a certain reference value to measureresearch ethical area agriculture informationization level.
