Research On Obstacles And Countermeasures Of National Pooling Of Basic Endowment Insurance In China

China's basic endowment insurance system has many problems.In view of many problems and challenges faced at the present stage,the social insurance law of the People's Republic of China officially passed on October 28,2010 clearly puts forward that "the basic endowment insurance fund shall gradually implement the national pooling".In October 2017,the 19 th party congress was held,and it was mentioned in the 19 th party congress that: further strengthen and improve the social security system,improve the basic old-age insurance system for urban workers and urban and rural residents,and realize the national pooling of old-age insurance as soon as possible.This is not only an inevitable trend for the further development and improvement of China's endowment insurance,but also an inherent requirement for the healthy and sustainable development of this system.Combining social equity theory,"law of large Numbers" principle and income redistribution theory,this paper firstly sorts out the development process of basic endowment insurance system.Then respectively from across the country as a whole is an effective way to establish a unified labor market,is an important way to improve the endowment insurance fund,is the important way to solve the endowment insurance relation transfer in place of the three Angle analysis of the necessity of the basic endowment insurance to plan as a whole,from fiscal revenue,"five risks" collection department,information technology to provide security and provincial plan as a whole experience Angle analysis the feasibility of the national endowment insurance plan as a whole;Secondly,it discusses the obstacles of national pooling of basic endowment insurance in China from four perspectives: unbalanced regional development,responsibility sharing between central and local governments,basic endowment insurance management system and behavior differences of relevant stakeholders.Finally,put forward the national endowment insurance as a whole implementation countermeasures and Suggestion.Thesis research conclusion is: although the present stage our country old-age insurance system has been implemented at the provincial level as a whole,but to the national plan as a whole is the inevitable trend in the development,the present to fully with the aid of the basic endowment insurance to plan as a whole is the basis and premise,in the process of trying to solve the national plan as a whole faced obstacles,and find the most appropriate solution countermeasures.
