| To realizing the sustainable development of pension funds in the context of aging is an important task in the reform of China’s social security system.In the past,the basic endowment insurance of enterprise employees in our country still stays at the management level of "provincial overall planning,central adjustment",this model can not cope with the pressure of pension fund payment caused by the aging of the population,nor can it solve the problem of geographical imbalance and regional division of China’s basic endowment insurance,and can not meet the needs of sustainable development of basic endowment insurance,therefore,China proposed the "14th Five-Year Plan" period to achieve the national overall planning of basic endowment insurance for enterprise employees.By improving the overall level,enhance the mutual assistance and fairness of basic endowment insurance,and realize the sustainable development of basic endowment insurance for enterprise employees.The implementation of national overall planning of endowment insurance and the realization of the unification of nationwide pension policies can effectively alleviate the sustainable development of the endowment insurance system brought about by China’s "getting rich first",balance the phenomenon of "bitter unevenness" in the maintenance rate of the regional system,reduce the difference in regional pension issuance,improve the imbalance between income and expenditure and balance of the pension insurance fund in various regions,promote social fairness,strengthen the mutual assistance of endowment insurance,and also help promote the preservation and appreciation of the basic endowment insurance fund for enterprise employees and enhance the ability to resist risks.At present,the provincial overall planning of China’s basic endowment insurance has been completed,and the central adjustment fund system has been in operation for four years,laying the foundation for the realization of national overall planning.However,the national overall planning is also facing the constraints of the old system,such as the provincial overall planning has not achieved the real unified revenue and expenditure,etc.,and the reform road is heavy and long.Therefore,exploring the issue of national overall promotion of basic endowment insurance for enterprise employees is very important to promote the reform of the endowment insurance system.This paper mainly summarizes the concept of national overall planning of enterprise basic endowment insurance,studies the process of implementing the national overall planning of basic endowment insurance for enterprise employees in China,analyzes the dilemma faced by the national overall promotion of basic endowment insurance for enterprises,explores the institutional obstacles formed by the inconsistency of policies,the obstacles to the management and operation of the localities,the obstacles to the division of rights and responsibilities between the central government and local governments,and the obstacles to the operation and management of the basic endowment insurance fund for enterprise employees,and explores the countermeasures and implementation paths at a deeper level.Finally,it is proposed to implement the unified standardization of the basic endowment insurance policy for enterprise employees,improve the central and local management institutions and supervision systems,establish an institutionalized responsibility sharing mechanism for the central government,improve the dynamic adjustment mechanism of basic endowment insurance for enterprise employees,and establish an evaluation mechanism that is compatible with incentives and constraints,further improve the national overall planning system system,and effectively improve the level and ability of nationwide overall planning of endowment insurance. |
