At the opening ceremony of the 19 th National Congress,it was mentioned that “the urban structure of large,medium and small cities and small towns should be built with the urban agglomeration as the main body,and the urbanization of the agricultural transfer population should be accelerated.” It can be seen that in the future,urban planning in China will pay more attention to rationality.The population size of the population will achieve a harmonious growth of the population of large,medium and small cities.Fiscal decentralization and primacy are important indicators that affect regional economic growth.However,the previous studies did not put the two together.This paper attempts to combine the two to study and enrich the theory of regional economic growth.The main purpose of the article is to study the effect of fiscal decentralization and primacy combination on regional economic growth.Regional economic growth is an important topic in economics.From the perspective of policy,fiscal decentralization,from the first place in urban structure,is very economic growth.important.Based on the fiscal decentralization,first-degree data and control variable data of 31 provinces in China from 1996 to 2016,this paper establishes a spatial panel model to measure the impact of fiscal decentralization and first degree on regional economic growth.The double-fixed space SDM model of time and space shows that the fiscal decentralization degree is increased by 1% and the economic growth by 0.28%.The primacy is increased by 1%,the economic growth is 0.45%,and the 1nFdx1 nSwd coefficient is positive.And the regression coefficients of the 1nFd and 1nSwd spatial econometric models all pass the hypothesis test with a significance level of 10%,which indicates that with the increase of fiscal decentralization,it is conducive to regional population concentration,enhance the regional primacy,and then promote economic growth.The per capita social fixed investment level and education time in the control variables are significant.At the same time,the paper empirically believes that the increase of fiscal decentralization in neighboring regions has a weak negative effect on the region.The fiscal decentralization in other regions has increased by 1%,and the economic growth rate in the region has decreased by about 0.35%.However,the growth of the first province in the adjacent provinces is in the region.Economic growth has a catalytic effect.The study finds that fiscal decentralization and primacy have positive effects on regional economic growth,and can provide relevant policy reference for the government to promote economic growth.The author makes recommendations based on the empirical results: the central government can appropriately improve the fiscal decentralization of some regions according to local conditions,appropriately promote the primacy of some regions,to promote the harmonious development of the entire regional economy;improve the national per capita social fixed investment level,education level And the level of trade openness,etc.
