Research On The Default Phenomenon In The Model Of "Enterprise + Peasant Household" Industry Poverty Alleviation

The industrial poverty alleviation mode is an important poverty alleviation mode,which excavates the advantageous resources in the poverty-stricken areas to form characteristic industries,thus driving the local economic development and finally achieving the goal of poverty alleviation.The industrial poverty alleviation model of "company + peasant household" has been promoted in various regions for decades,and achieved a lot in poverty alleviation.However,the widespread and persistent default phenomenon in this model has been a problem troubling all sectors of society.This article by participate in observation and interview method to D city industry categories defaults that exist in the poverty alleviation mode,from industrial enterprises and peasant cooperation in poverty alleviation mode to analyze the forming mechanism of and analysis on the basis of this kind of phenomenon mainly industrial companies involved in the poverty alleviation mode defaults,peasant and grassroots government tripartite logic and influence their behavior continued defaults of important social,institutional factors,so as to explore the industry mode defaults to persist in the real reason for poverty alleviation.This paper argues that various forms of peasant' default behaviors and moderate performance behaviors are actually the performance of peasant trying to maximize their own interests.Contract and order and land transfer help peasant to balance their work and stay behind to a certain extent and successfully complete their urbanization.For enterprises,the guidance of policies and the necessity to enhance the legitimacy of norms promote the formation of a cooperative relationship between enterprises and peasant.In the face of peasant' default behaviors,enterprises also develop their own strategies,that is,to reserve certain contract execution space and obtain policy resources brought by cooperation to reduce the economic losses caused by breach of contract.Basic unit government in the current urbanization process,a power vacuum,the large rural migrant workers and immigration city in recent years,lead to contract truly fall to the ground and blocked,but under pressure from the huge industry poverty alleviation,grass-roots government with "poor" for the big,pointing to poor allocation of resources,the hollowing out of the agriculture cooperation of rural industry in the form of principal-agent model for poverty alleviation policy implementation,this way of resource allocation and the way of the agent makes both companies agriculture cooperation continue to exist,and shaped the peasant different cultural cognition.The behavior logic of the three parties finally forms the balance point of "open contract,default,mutual benefit and reciprocity".Further analysis shows that the default phenomenon in the industrial poverty alleviation mode is partly due to the remolded cognition of peasant' poverty status under the industrial poverty alleviation mode,which affects the behavior changes of the three parties,namely the grassroots government,enterprises and peasant.In addition,the contradictions between regional differences and the "one size does not measure all" poverty alleviation policy,the absence of rural poverty alleviation subject under the urbanization process all strengthen the basis for the occurrence of default,and the legitimacy of industrial poverty alleviation also provides shelter for the widespread default phenomenon and determines the possibility of various default behaviors.
