A Study On The Problem Of Poverty Alleviation In Rural Areas Of Western China

The Fifth Plenary Session of the Eighth Central Committee put forward the new goal of realizing the comprehensive construction of a well-off society by 2020,which is to achieve the goal of building a well-off society by 2020,To achieve the country more than 70 million poor people out of poverty,which for any country in the world is a very difficult task.From the current distribution of the poor population,the western region is the most densely populated areas,followed by the middle and the east.As one of the impoverished provinces in western China's underdeveloped areas,the economic development of Gansu Province at the low level,and poverty is particularly acute.Dingxi City,as a national poverty-stricken area,is a state-level poverty-stricken county under its jurisdiction.Based on this,this paper takes Dingxi City of Gansu Province as the object of empirical study,and studies the problem of poverty alleviation in rural areas of western China.First,the theoretical review and conceptual interpretation.From the causes of poverty and the theory of anti poverty,combing the theoretical research on poverty at home and abroad,and explaining the concept of poverty from the connotation of poverty,the type of poverty and the method of measurement.The existing research suggests that system,capital,human,population,lack of rights,geography,culture are the main factors leading to poverty.The ways of equilibrium of distribution,increasing capital investment in poverty-stricken areas,improvingthe quality of the population,protecting the natural environment and increasing the infrastructure construction are the main path choices for anti-poverty.Second,Dingxi City profile and poverty alleviation process review.Taking Dingxi City as the research object,this paper analyzes the profile,poverty alleviation course and mode of Dingxi City.With summarizing the poverty alleviation and development work in Dingxi City for many years,the main poverty alleviation models are relief poverty alleviation,regional development poverty alleviation and participatory village promotion poverty alleviation and poverty alleviation.Again,Dingxi City,a wide range of poverty analysis.The poverty of Dingxi City is long,the poverty is wide and the depth is deep,the income source of the farmers is single,the poor people generally have low cultural quality,and the backwardness of the concept is the status quo of the peasants' poverty.Through the research,it is found that the harsh natural ecological environment,rural infrastructure Backward,the development of ideas,the local government civil service and social and economic development needs are not docked,the lack of systematic management of poverty alleviation system is the main cause of the poor farmers in Dingxi City.Finally,the countermeasures are suggested.Based on the analysis of the causes of peasants 'poverty and the analysis of social and economic development conditions in Dingxi City,this paper puts forward the countermeasures of farmers' poverty alleviation in the new situation.Specifically,it has increased the investment in rural infrastructure construction,strengthened the development of special resources and industry,Social and economic development needs of the docking reform,and earnestly implement the work of precision poverty alleviation.
