The Research On PPP Mode In Urban Infrastructure Construction

As the basic condition of urban survival and development,the importance of urban infrastructure construction has been reached by all circles of society.Urban infrastructure can provide public products and services for the people,and it is the prerequisite and foundation for the normal operation of the city.With the accelerated process of urbanization in China,the area of urban area is expanding,and the capital demand for urban infrastructure construction is increasing.According to the forecast of the Ministry of finance,the urbanization rate in China reached 60% and above before 2020,and it needs about 42 trillion yuan in RMB.Because of the long construction cycle,large scale of investment and commonweal nature of urban infrastructure projects,if we still invest in traditional financing mode,it will lead to government financial difficulties and urban infrastructure construction backward.With the introduction of PPP mode,the government can solve the problem of fund gap by public — private partnership,while ensuring the demand and efficiency of urban infrastructure construction.Therefore,it has become an important means of financing for urban infrastructure construction.This paper uses the theory of public goods,project distinction theory,using literature research,comparative analysis,case analysis,definition,connotation,model,advantages of the PPP model is discussed,focusing on the Dongying City five or six dry application sewage treatment plant PPP project analysis.Starting from the necessity and feasibility of using PPP mode of infrastructure construction in China,through the project background,project operation process,risk allocation mechanism,summarizes the successful experience,and puts forward the legal system is not perfect,lack of supervision,the market risk estimate shortage,lack of human resources and other common problems and approval complex procedures lead to early formalities slow,water collection pipe network construction is lagging behind in the water shortage and other personal problems.Through the comparison of several classic cases in China,some enlightenment and experience are obtained.Finally,on the basis of the domestic and foreign advanced experience,from the strengthening of government,law,project three aspects,put forward the transformation of government functions,establish a relatively perfect supervision system,speed up the cultivation of talents,and legal protection,broaden the financing channels and other aspects of targeted improvement suggestions,provide a reference for Dongying next further PPP projects,provide a reference for the experience in the field of city infrastructure promotion PPP mode.
