Research On Expropriation Of Buildings In Longwan District Of Wenzhou City

The State Council of China on January 22,2011 promulgated and implemented Regulation on the Expropriation of Buildings on State-owned Land and Compensation.This regulation replaces the “housing demolition” that is in force with “the expropriation of buildings”,which makes the government the subject in the housing expropriation and compensation instead of the constructive units that have been in charge of housing demolition and compensation in the past.The change symbolizes that the expropriation of buildings in the future will be based on the demands of public interest,and it will also stimulate the modification and improvement of expropriation programmes that are compatible to practical application as well as the establishment of a relative and sound legal system.The recent years has seen the rapid development of urbanization in China with major cities establishing and enacting programmes of urban renovation and urban village in full swing.Wenzhou,as one of the important coastal cities,with the objective demand to strengthen and promote its position in the Iron Triangle of Zhejiang Province,has entered the new historical phase of development with strategic depth and breadth.As an important precondition for infrastructure,the expropriation of buildings and its compensation have been playing an increasingly important role in the economic and social development,with various problems of social stability and multi-interest game involved,arousing a wide concern in all walks of life.This thesis,in the spirit of integrating theory with reality,adopts the methodologies of survey analysis and comparative analysis to investigate in-depth the work process of the expropriation of building in Longwan District of Wenzhou.It will elaborate on the details of the work process and functional mechanism in order to understand a series of achievements of the Sunshine Expropriation in Wenzhou since 2012.With the analysis of data collected from the executive departments of expropriation and other relative materials,this thesis will point out current problems existing in the aspects of public engagement,housing evaluation and replacement housing construction.It will analyse the major causes of these problems and offer some solutions with the hopes of enhancing and promoting the expropriation work in Longwan District and providing theoretical basis andreference significance to the work that is carried on in other places.
