The buildings expropriation is an important basic work,which accompanied by industrialization,urbanization process and can not be avoided.It has important significance for the improvement and expansion of urban functions,speeding up industrial transfer,infrastructure construction and reconstruction of the old city.Due to the operation of non-standardthe in implementation of the original urban houses dismantling,which is against the interests of ordinary people,it caused a series of social stability.In order to regulate the compulsory acquisition of the property of others,the State Council announced the "Regulation on the Expropriation of Buildings on State-owned Land and Compensation",on January 21,2011.It abolished the dismantlement of urban houses,instead of the government based on the public interest to expropriate buildings.The major adjustment of this legal relationship,to a certain extent,alleviate the tension between the expropriated and the government.Through the improvement of the system and procedures,it has protected the vital interests of the expropriated.However,it should also see a variety of risks in the buildings expropriation.In this paper,we identify and analyze the risks and propose countermeasures through the analysis of the various processes in the buildings expropriation,with the theoretical knowledge of the risk management.It mainly includes the following three elements:First,to study the definition and characteristics of risk in the buildings expropriation.The risk of the buildings expropriation refers to the possibility that the government may suffer losses due to various uncertainties in the process of the expropriation of buildings on state-owned land.It has both the characteristics of general risk and its own characteristics.Second,the identification and analysis of risk in the buildings expropriation.After fully studying the macrocosmic environment of the buildings expropriation,we identify the risk points by flow chart method and system decomposition method.When the risk points are identified,we are analyzed in two parts from the external risk and internal risk.In addition,the situation of risk prevention in the buildings expropriation is also discussed.Third,put forward the risk prevention measures.We present five aspects of countermeasures.For example,improving the macro environment and protecting the right to know.
