The Study On Financial Poverty Alleviation Evaluation Index System In Hebei Province

Alleviating and eliminating poverty has been the focus that governments andinternational organizations concerned for a long time, the Chinese government also paysgreat attention to alleviate poverty, constantly strengthen poverty relief, has formulated aseries of poverty alleviation policies that conforms to China’s conditions. In the period of“The11thfive-year plan”, our province’s poverty alleviation work gives priority toimplement the poverty alleviation plan of whole village propulsion, the povertyalleviation business has been partly accomplished, due to the nature、history and anyother kinds of reasons, there are still quite a number of poverty counties, the facing taskis still arduous. Therefore, in order to improve the efficiency of poverty alleviation,studying the Hebei Province’s financial performance of poverty alleviation has importantsignificance on realizing China’s common prosperity in the future.First of all, this paper through analysizing home and abroad performance offinancial poverty alleviation, based on studying anti-poverty theory、financial povertyalleviation performance related theory and government performance evaluation model,combining with four modes of our country’s poverty relief development, providingtheoretical support for building the after index.Secondly, based on the situation of Hebei province’s whole village promotingpoverty alleviation model, trying to build financial poverty alleviation performanceevaluation index system from four aspects of economic performance、 socialperformance、ecological performance and ability construction, and using AHP calculatethe index weight.Finally, choosing two provincial poor village to apply the evaluation index systeminto empirical analysis, through the evaluation finds the achievements and existing mainproblem of financial poverty alleviation work in our province; Constructing povertyrelief coordination mechanism in the base of systemic analysis, put forwards to how toimprove our province’s financial poverty alleviation performance from four aspects offunds raising、industrial structure、knowledge culture and management mechanism.
