Research On The Impact Of Property Right Cognition And Property Right Expectation On The Disposal Intention Of Rural Household Homestead

As the core of the"three plots"and the last piece of the"three plots"reform,the homestead has attracted the attention of the whole country.Peasant households are the participants and beneficiaries of homestead reform.The reform of rural homestead should reflect the will and will of farmers.Among them,farmers'willingness is closely related to government satisfaction,and farmers'satisfaction is the first criterion to test rural work.Therefore,the willingness of farmers to deal with homestead plays a decisive role in various researches on the reform of homestead system..At present,China's Rural Homestead reform is carried out in a pilot way.The experience of the pilot homestead reform is worth summarizing and drawing lessons from,and its deep-seated problems can not be ignored.Jinjiang City is one of the earliest cities to be listed as the pilot of rural homestead reform.Jinjiang city is firstly one of cities listed as pilot cities of rural homestead reform as well as the only pilot city of homestead reform in Fujian province and it boasts developed economy and typical characteristics of developed areas along the eastern coast.On the basis of the existing rural homestead system reform and the endowment effect theory of property right economy,this paper constructs an analytical framework of farmers'willingness to dispose of homestead and its influencing factors.At the same time,by summarizing the specific practices and problems in rural homestead reform,combines field survey data,uses probit regression model to study and analyze the factors affecting farmers'willingness to reform and dispose of residential land,and then puts forward relevant policy recommendations for reform.This paper mainly includes the following three parts:(1)Combining the endowment effect,the paper constructs the analytical framework of household's disposal intention and its influencing factors,and analyses the factors influencing household's disposal intention.(2)Summarize and summarize the specific practices and existing problems of the pilot reform of rural residential land in Jinjiang City.(3)Based on the questionnaires of 208 rural households in Jinjiang City,the probit regression model was used to analyze the willingness of rural households to dispose of residential land and its influencing factors.This paper draws a conclusion that the cognition of property right and the expectation of property right have an important influence on the disposition intention of farmers'homestead.Farmers'perception of homestead ownership tends to be"private"and their disposal intention tends to be transferred.Farmers'perception of homestead qualification rights is more stringent in defining homestead membership rights,that is,when only indigenous people can obtain homestead,their disposal intention tends to be transferred.Farmers'perception of homestead use rights is reflected in their perception of homestead.The cognition of base disposal mode,when farmers know more about the transfer mode,the more inclined to transfer.Property right expectation includes property right income expectation and exit result expectation.The more optimistic peasant households are about the income of homestead property rights,that is,when there is expected income,the disposal intention of peasant households tends to transfer;the more optimistic peasant households are about the result of withdrawal,the disposal intention of peasant households tends to withdraw when it is easy to obtain again after withdrawal from homestead.In view of the above research conclusions,this paper puts forward policy suggestions on establishing land transfer market,demonstrating property attributes of homestead;respecting farmers'disposal wishes,giving top priority to the homestead registration and the policy recommendations on establishment of a trinity of governance mechanism.
