In recent years,the country has been committed to promoting the development of rural ecommerce and has raised it to the point of promoting the growth of rural economic,increasing farmers' income,and accelerating urbanization.The construction of rural e-commerce logistics system has achieved initial success.In rural e-commerce transactions,it is inevitable that when villagers purchase daily consumer goods and sell agricultural products through the e-commerce platform,there will be a phenomenon of “return and exchange” and thus causing reverse logistics.However,the reverse logistics system of rural e-commerce in China is not perfect presently,the reverse logistics without branches and irrational return routes have led to high logistics costs,difficulties of returned purchase,and villagers' poor experience.Therefore,it is necessary to make reasonable plans for the reverse logistics network of rural e-commerce.This article firstly starts with the study of rural e-commerce logistics and rural reverse logistics,through analyzing and summarizing their characteristics,forms,current situation and prospect,specify the concept of the rural e-commerce reverse logistics and analyze the relationship among the rural traditional reverse logistics and urban e-commerce reverse logistics.Secondly,on the base of analyzing and perdicting the demand of rural e-commerce,summarize several existing rural e-commerce mode and logistics mode,then analyze the demand and characteristics of rural reverse logistics through questionnaires,aimed at the existing problems of rural e-commerce reverse logistics network to propose several construction thoughts and analyze the based on the Internet+ new O2 O mode specifically which is one of them.Then through analyzing the structural characteristics and constituent elements of the reverse logistics network,design and determines model parameters to construct a model of reverse logistics network focused on the study of rural e-commerce reverse logistics network and utilize the stochastic algorithm and the genetic algorithm to solve this model.Finally,this paper selects Guan Yun county as a case for instance analysis,and from regional,economic and industrial aspects of their current situation analysis study,then analysis and forecasts the ecommerce logistics requirements,design the reverse logistics network model based on O2 O new e-commerce mode of Guan Yun county.Plan location for the reverse logistics network in rural areas and optimize the path of positive and negative logistics through genetic algorithm and the results of the data and the network diagram prove the validity of the model and the algorithm.
