The whole world is becoming more and more smooth due to the influence of globalization and marketization.Today’s competition is not only innovating new business models and new technology,more important is matching the strategy of human resource development.From human resource to human capital development,talents as the most important factor in running enterprises is taken more and more seriously.Currently,our local small and medium-sized hightech enterprises are facing new challenge.How to create the strategic HR development system in enterprises and exploit the value of employees is becoming more and more critical.The thesis is to:This essay discusses the present situation and problems of human resource development in small and medium-sized enterprises,and focus on the superiority and necessity of implementing human resource development strategy.Take SD Company as an example,the essay try to explore a strategy of human resource development suitable for small and mediumsized traditional manufacturing enterprises such as SD.The thesis raises the theory structure of human resource development in SD,analyses the actual status of human resource in SD and root cause of its current problems,creates the corresponding programs according to the training request from different employee groups in SD,verifies the matching between human resource development and enterprise strategy based on the development of employee capability,issues the scenarios for optimization of human resource development and summarizes the benefit on SD which is realized by execution of optimization scenarios in human resource development.Based on theory,the thesis creates an effective system for HR development based on the Identification of diverse request during HR development,creation of training programs,execution and control of programs.The training programs are executed in three different levels: top-management leadership,middle-level management capability and front-line execution ability which could constitute a reliable and effective system to guarantee a smooth carrying out and therefore also expected result of human resource development in SD.Through the study on countermeasures and problems of HR development in Company SD,the thesis is to be taken as reference for the local small and medium-sized high-tech enterprises which are facing bottle-neck during business development.
