Research On Implementation Evaluation Of Land Use Overall Planning Based On Spatial Consistency

The overall land use planning is the core of land management work,an important part of the land use planning system,and an effective means of coordinating land use and rational allocation of resources.The overall role of land use planning in all walks of life has become increasingly prominent,and the evaluation of planning implementation as a prerequisite and basis for high-quality planning plans has received increasing attention.At present,China's space planning system is facing reform and adjustment,and scientific and reasonable evaluation of the implementation of current planning is one of the important contents of future land planning.From the domestic and international research results,most of them focus on the evaluation methods,the establishment of evaluation index system,etc.,and the research results of quantitative analysis and evaluation from the perspective of spatial change of planning implementation are relatively few.Therefore,it is of great significance to continue to explore the role of spatial consistency analysis in the implementation evaluation of land use planning for China's land use control system.This paper incorporates spatial consistency into the implementation evaluation of land use overall planning,summarizes relevant research results of domestic and foreign scholars,constructs spatial consistency measurement models and grading standards,and adopts spatial superposition analysis,quantitative and qualitative methods,etc.The two layers of the map and the area are evaluated and compared with the implementation process and implementation results of the two rounds of the 1997-2010 and 2009-2020 rounds Helingeer County land use master plan,and on this basis,the follow-up land space planning is proposed.Prepare relevant recommendations,the main findings:(1)Established a spatial consistency evaluation model and grading standards for the implementation evaluation of the overall land use planning.(2)The amount and spatial change of land use in 1996-2017 shows that the most significant changes in the quantity of Linger County in the past twenty years are forest land,cultivated land,construction land,etc.The most significant spatial change is the Shengle Economic Park in the northern part of the county.,Chengguan Town and Shengle Town.(3)The spatial variation characteristics of land types that do not meet the planning objectives during the implementation of the two-round planning show that the period of 1996-2009 is Shengle Economic Park and Chengguan Town;during the period of 2009-2020,Shengle Economic Park and Shebiya Township.(4)The spatial consistency calculation results of the planning implementation process show that the gardens,traffic land and unused land in the first round of planned land maps have the same space,and the rest of the land types are inconsistent.The regional spatial consistency is 0.9925,and the level is Inconsistent;in the second round of planned land maps,the gardens,woodlands,grasslands,waters,and natural reserves reached the same space,and the rest of the land types were inconsistent.The regional spatial consistency was 0.9987,and the levels were inconsistent.(5)The spatial consistency calculation results of the planning implementation results show that the spatial consistency level of the first-level planned land map is lower,the highest level is two,the land type is forest land,and the lowest level is five And unused land;the regional spatial consistency result is 0.9210 and the level is level five.In the second round of planning the spatial consistency level of the maps,the highest level is two,the land has cultivated land,forest land,other construction,water,and the lowest level is five,other agricultural land,traffic water use,and nature.Reserved;the spatial consistency of the area is 0.9308 and the level is level five.(6)Reason analysis of spatial consistency results,analysis of possible reasons for inconsistency,mainly including planning local revisions toofrequently,local people's understanding of planning is not enough,theoretical research and actual needs are out of line.(7)The enlightenment of the implementation results on the preparation of land planning for the land is: further standardize the government's preparation and implementation of planning behavior according to law,enhance the authority of the overall land use planning,further improve the procedures for the revision of the overall land use plan,and strengthen the control of land use and space policy.The connection and so on..
