Application Research On Lean Production Of Shenyang Central Post Office

This paper is about a research on the establishment and promotion of the operation mode of Shenyang Central Post Office.Post enterprises in China provide postal services with a public nature and a long history.Since the opening reform,post enterprises in China have got a substantial development,especially in the last ten years after the divided marketing from China Telecom in 1999.Post enterprises in China have been facing unprecedented challenges as the market economy develops in depth and national open of express services in 2005 according to the WTO protocol.One of the core competences of post enterprises in China is their national post network.As a basic intersection of the network of post enterprises,the operation of central post offices has a direct impact on competence of the whole network.There are still many system problems in the central offices in different postal areas,such as low operation efficiency,big cost input,small business scale and indefinite accounting body,etc.We find the main problems of current operation mode through the analysis on the current operation mode of Shenyang Central Post.Guided by lean production theory,we try to give some advices on setting up lean operation mode of Shenyang central post office.The advices conclude:setting up flat production management system,setting up scientific newwork operation evaluation system,setting up TPM system,improving the labor employment standards and talent incentive mechanism,establishing new cost accounting system based on Activity-based costing method.Of course,all effective practice depends on sufficient theory to support.The paper is started from the theory studying of LP:LP developed and developing at worldwild,LP tools,BPR theory,advanced cost accounting method,etc.Following these theory,we make discussion on basic system construction,6s management,process optimization,TPM,etc in Shenyang Central Post office.Once we successfully setting up the LP operation mode for Shenyang Central Post Office,it will form demonstration effect to other central postoffices.China Post can extremely reduce its running cost and promote its core competence by establishing LP operation mode in all its central post offices.The LP operation mode also can rapidly react to market development and users’ requirements.As the industry leader,the promotion of China post will definitely help improving the whole industry’s operation level.
