Research On The Inter-provincial Differences Of Urban Workers'Basic Pensions

The report of the 19 th National Congress pointed out that the main contradiction in the society of the new era is the contradiction between the people's growing need for a better life and the uneven development.It also proposed to gradually improve the more equitable and reasonable social security system for urban and rural residents in the new era.As the "stabilizer" and "safety net" of the society,the basic endowment insurance system is not only the foundation of modern social endowment insurance,but also an important part of modern social security system and system.Its development also has imbalances and inadequacies.Therefore,this paper starts from the huge difference in the distribution of urban workers' basic pensions in different provinces and cities,and discusses the distribution of urban workers' basic pensions.From the perspective of social equity,social welfare and equalization of basic public services,this paper considers that urban workers' basic pension metal should be provided to the whole society in the scope of basic public services.The difference and no break guarantee service is the ultimate goal.It should be emphasized that the basic pension is related to various factors such as the level of per capita wages and the length of payment.It is objective and reasonable to have certain differences in income and expenditure between different regions.However,if the difference is too large,it will not be in line with social equity.The requirement of social welfare,the excessive difference here refers to the phenomenon that the actual difference and the theoretical difference are larger and larger.The equalization of basic pensions between provinces is the ultimate goal pursued in this paper.However,it should be noted that “equalization” does not mean that basic pensions are equalized in different regions,nor is it simple egalitarianism.The equalization pursued in this paper is to break the barrier between regions and develop a relatively fair basic pension distribution system nationwide.Based on this premise,this paper discusses the current situation of the distribution of urban workers' basic pensions among provinces,the reasons for the differences in distribution,and the countermeasures to narrow the distribution differences.In the description of the status quo,mainly by depicting trend graphs and comparing statistical indicators(such as contribution rate,coverage rate,replacement rate,etc.),it is found that there are differences between different provinces in terms of coverage rate,contribution rate and replacement rate.The larger gap is reflected in the fact that the government has a large gap in financial subsidies for basic old-age insurance in different provinces and that the basic pension income of the floating population has not been effectively protected.In terms of cause analysis,this paper uses qualitative and quantitative methods to find that the system design defects,regional economic development level and population structure differences are the main reasons for the difference in basic pension distribution.The average salary can be found by constructing the panel data model(The economic factors)and the system dependency ratio(demographic factors)have significant effects on the fund's accumulated balance(the allocation of basic pensions).Aiming at the current situation and reasons of the inter-provincial differences between urban workers' basic pensions,this paper proposes to start from the basic pensions' unified income and expenditure,and fundamentally reduce the difference between the basic pensions in the provinces.In terms of the unified expenditure of basic pensions,the central government should assume the responsibility for the expenditure of basic pensions,and propose the principle of the basic pension distribution and the way to achieve it.In terms of the unified collection of basic pensions,this paper believes that it is necessary to unify the main body of the collection of pensions,and to divide the collection and payment of social security into the taxation department.This will not only improve the efficiency of collection,but also levy the main body at the central level.In addition to the unified reception,it is also necessary to improve the legislative work on the basic pension collection rules,so that there are laws to follow.
