With the rapid development of the economy,economic exchanges and cooperation between countries have become increasingly close,and we have gradually realized that if we want to occupy a place in the fierce international market competition,we can only achieve it by constantly improving our core competitiveness.Technological innovation is the key to improving core competitiveness.Therefore,various countries have put forward corresponding policies to encourage innovation activities.Transnational corporations are increasingly engaged in R&D activities on a global scale.The phenomenon of R&D globalization is increasingly common.The main participants in this R&D globalization are transnational corporations and their R&D institutions.For China,it is not only a historical opportunity to catch up,but also a serious challenge of widening the gap with other countries.China has always adhered to the "imported" foreign capital development strategy.So is the advanced management experience and science and technology through the introduction of foreign capital to encourage Chinese companies to innovate in technology,or will it have an "extruding effect" on R&D and innovation? As a highly technology-intensive industry,hightech industries represent to some extent the level of technological innovation at the national level.Therefore,this paper chooses high-tech industry as the object research to analyze the impact of FDI R&D embedding on innovation performance,and objectively evaluate the impact of FDI R&D embedding on the innovation benefits and economic development of China's high-tech industry.It has important theoretical value to accelerate the construction of national innovation system.The main contents of this paper include the literature review of innovation performance and foreign R&D embedding,the mechanism of foreign R&D embedding on innovation performance,and the empirical analysis of the impact of foreign R&D embedding on the innovation performance of high-tech industries.From the value chain point of view,this paper divides innovation into technology development stage and cost conversion stage,and considers "structural embedding" and "relational embedding" to explain the influence mechanism of foreign R&D embedding on innovation performance through technology overflow theory.In the analysis of the present situation,this paper introduces the overall development of the high-tech industry in China,the status of innovation and development,and the level of foreign investment in high-tech industry.In the empirical analysis,using the principal component analysis method to construct the FDI R&D embedding index,the fixed effect model was used to test the impact of FDI R&D embedding on innovation performance from 1998 to 2015.The empirical evidence shows that,first,although the level of technological innovation in China's high-tech industries and the level of foreign R&D embedding have shown a significant upward trend in the current period,the industry differences between the two indicators are very obvious;Second,the level of foreign R&D embedding has significantly promoted the innovation performance of China's high-tech industries.Foreign R&D embedding has promoted domestic companies to increase R&D through technology spillover.D learning input,through demonstration,competition and linkage effects,has improved the independent innovation performance of domestic companies.Third,the influence factors in the two stages of technological innovation show that R&D investment and human resources have a positive impact at the stage of technology development,while government support and industry concentration are weak.Research and development investment,human resources,government support and industry concentration have significant positive effects in the results transformation stage.High-tech industries need to further deepen reform and opening up,especially by liberalizing industry restrictions on R&D by foreign capital,encouraging investment in R&D in these industries,creating a level playing field,and making use of R&D investment by means of "technology spillovers".In order to improve the level of foreign investment in research and development embedding in the industry,thus enhancing national innovation capabilities.
