Comprehensive budget management is a management and control system based on budget.It is an effective tool for enterprises to implement internal management and control.As a humanized management method with whole employee,whole process and whole direction,comprehensive budget management plays a very important role in the operation and development of many enterprises at home and abroad.The research object of this thesis is Y Company,which belongs to optical fiber and cable industry,the important foundation of our national economy and information construction.Although optical fiber and cable industry is booming right now,because of the growing number and scale of enterprises and the constant technology breakthrough,the competition within the industry is intensifying.Many enterprises are facing development bottleneck and some were even eliminated by the market.In order to achieve long-term development in the competitive optical fiber and cable industry,enterprises should not only rely on perfect and unique technology,but also rely on good internal management.Based on the current situation,enterprises in optical fiber and cable industry can adopt comprehensive budget management to improve the internal management of enterprises,create a favorable internal environment,and then help enterprises achieve long-term strategic goals.This thesis combines the methods of literature research and case study,and it takes the existing comprehensive budget management system of Y Company as the object.Firstly,it elaborates the research background,research significance,research content and research method of this study,and summarizes and reviews related domestic and foreign literatures.Secondly,it introduces the concepts,contents,characteristics,process and the related theories of comprehensive budget management.Then this thesis briefly introduces the background of the implementation of comprehensive budget management in the optical fiber and cable industry and the basic situation of Y Company and mainly introduces the application status of Y Company’s comprehensive budget management.Afterwards,this thesis analyzes the deficiencies of Y Company’s existing comprehensive budget management system,and studies the reasons for these deficiencies on the base of the actual situation of Y Company.Finally,this thesis puts forward some improvement suggestions for the existing problems in Y Company’s comprehensive budget management system,so as to enable Y Company’s comprehensive budget management to play its due value.According to the analysis,this thesis discovers that the current comprehensive budget management of Y Company still has the following problems: the budget planning is not very scientific,the phenomenon of budget slack exists,the control over the budget process is insufficient,and employees are not actively involved in the process.Then,this thesis finds out the following causes of these problems: the budget targets and strategic targets are inconsonant,the interests of the company and its employees are inconsistent,the organization structure of comprehensive budget management is incomplete,and the budget evaluation mechanism still needs to be improved.In view of the causes of these problems,this thesis presents the following suggestions to improve the current comprehensive budget management of Y Company: enhance the scientificity of budget planning,set strategy-oriented budget target,improve the comprehensive budget management organization,and enhance the evaluation mechanism of comprehensive budget management.This thesis hopes that these improvement strategies can help Y Company improve its comprehensive budget management system,so as to achieve the purposes of making the best of comprehensive budget management,improving the overall management level of Y Company,improving Y Company’s operating financial status and ensuring sustainable and healthy development.
