A Research Of The Standardized Administration About Electronic Cigarette In China

In the context of global tobacco control,people are increasingly concerned about health.The electronic companies around the world intend to add the produce line of “non-burning tobacco” so as to catch the eyes from those customers who are aspiring to quit smoke.In particular,“Electronic cigarette” and similar productions became popular.Recently,the E-Cigarette and its accessories are getting well-known by the media appearances.Meanwhile,the growth of the E-Cigarette industry and marketing are increasing extremely rapid.However,people from different organizations and groups such as tobacco producers,consumers,tobacco control groups have divergence about the attribute of the E-Cigarette.Currently,there's no law or formulation to support the E-Cigarette control policy.Also,it is not administrated by any departments of our government.It causes a series of problems such as the E-Cigarette industry develops without government administration,or whether it is illegal and affecting the society.Etc.The main purpose of this paper is to standardize the regulation of the E-Cigarette industry,and take the problems arising from the development of the E-Cigarette industry.Also,using case analysis and questionnaire analysis to find out the reason and problems of the non-standardized E-Cigarette administration.Base on the information above,it will explore the difficulties of the E-Cigarette administration and discuss a healthy way for the development of E-Cigarette industry.This paper contains six parts.First of all,it presents the purpose of this research and some thoughts after reading academic papers in China and countries abroad.It defines the range of the E-Cigarette administration,and introduces some basic theories of Government Failure and Government Behavior Externalities;The second part of this essay clarifies the development of E-Cigarette and the relationship about supply and demand,also it qualitatively analyzses the development of producing,consuming,standardising and administrating;The third part analyses those causes and problems about the E-Cigarerre administration,at the meantime,it shows some consequences about the non-standardized E-Cigarette administration;Fourth,it introduces the E-Cigarette administration in the world,which includes the quantifying standards and those countries and specific areas that already have their own policy about the E-Cigarette administration.Also,making a summary about the management methods in U.S and EU tobacco markets;The last part of this essay lists four resolutions about how to enhance the E-Cigarette administration,that includes: Clarify the attributes of the E-Cigarette,which incorporates them into the scope of legal management,achieving industry standardization,and adjusting the industrial structure.
