In recent years, with the sustainable development of the global economy, the internet information age has fully arrived. Enterprises are facing increasingly complex and intense market environment, product life cycle has been shortened, consumer personalized demand has grown, so that the traditional enterprises can’t adapt to this rapidly changing market. Virtual enterprise, which integrates all advantages of resources and core competencies of win-win cooperation, is becoming the realistic choice for many companies.RS company is engaged in tobacco technology, cigarettes technology and health smoking-related technology, which provided the development of product and production of specialized business support services enterprise group. As assist local tobacco industry-related products and technologies, a research-based company, which has experienced tobacco industry change and competitive environment increased in recent years, we decided to make full use of our core competitiveness and internet information technology platform, like ’Informatization+New technology of tobacco’ this concept to expand its business and seek new profit growth point-electronic cigarette. In order to catch this market opportunity, RS company has decided to adopt a flexible and dynamic nature of virtual enterprise way to establish the formation of a set of tobacco tar blended, electronic cigarette design, production and brand marketing as one of the YR electronic cigarette virtual enterprise to share electronic cigarette market, "a cup of soup."From theory with practical point of view, first of all, we stated the definition and the characteristics of virtual enterprise, then analyzed the basic theory of virtual enterprise produces and classification; secondly, by stating the YR electronic cigarette virtual enterprise background characteristics of the industry and analyzing the existing problem, RS decided to set up a virtual enterprise. In the process of formation of virtual enterprise, comparative analysis of the organizational model and identified YR organizational model has been used.
