Research On The Transformation Of Scientific And Technological Achievements Of The New R&D Institutions On The Innovation Value Chain Perspective

In today's world,the resource economy model gradually fades out of people's vision,and the era of knowledge economy has arrived.China has increased investment in R&D and brought scientific and technological innovation to an unprecedented height,which has resulted in a substantial increase in the number of innovation achievements and a significant improvement in scientific research capacity,and achieved gratifying results.However,compared with the transformation rate of technological innovation efficiency in developed countries,there is still a big gap in China.In other words,a large number of technological innovation achievements cannot be transformed in time,and there is a clear split in the upper,middle and lower reaches of the innovation value chain,which seriously restricts the improvement of the overall innovation ability of the country.Under this background,new R&D institutions emerge with the trend.They aim to build a bridge between science and technology and economy,promote the technological innovation achievements,and become an important force in exploring a new model of innovation-driven development.How do new R&D institutions transform technological innovation achievements?The current research on the transformation of technological innovation achievements of new R&D institutions is mostly a general summary of the transformation mode and influencing factors of technological innovation achievements,which is not theoretical enough;the main method is static comparison through case studies,which is not systematic and dynamic;the results of research are mostly macro-suggestions for the development status quo,with weak pertinence.Based on this,from the perspective of innovation value chain,this paper condenses the main links and identifies the main influencing factors in the transformation of scientific and technological achievements of new R&D institutions,constructs a model and simulates it with the method of system dynamics,and obtains its operation mechanism and promotion path.The specific research contents include:(1)Define the connotation of the transformation of technological innovation achievements in new R&D institutions.Through literature review,the connotation of transformation of technological innovation achievements in new R&D institutions is defined and elaborated on the basis of induction,summary and comparative analysis;(2)The static process of transformation of technological innovation achievements in new R&D institutions is analyzed.From the perspective of innovation value chain,combined with the actual situation of new R&D institutions,the process of technological innovation achievements transformation of universal new R&D institutions is condensed,and the main factorsinvolved in the process are sorted out.(3)Explore the dynamic mechanism of the transformation of technological innovation achievements in new R&D institutions.To clarify the causal relationship between the main factors,establish causal diagram,system dynamics flow diagram,equation design and other aspects to build the system simulation model of transformation of technological innovation achievements of new research and development institutions.On this basis,using Vensim PLE software to do simulation experiments on the model,the dynamic operation mechanism and optimization path of the transformation of technological innovation achievements of new research and development institutions are obtained.The research conclusions are as follows: Firstly,the transformation of technological innovation achievements of new R&D institutions can be divided into three parts: research and development,test and application of achievements.The whole process includes initial input,intermediate input,intermediate output and final results,involving multiple subjects and factors,showing a value-added trend.Secondly,the transformation of technological innovation achievements of new R&D institutions is an evolutionary process of upstream-driven midstream and downstream-driven midstream-driven innovation value chain,and also an effective organizational form to break through the bottleneck of current transformation of technological innovation achievements in China.Thirdly,improving the protection of intellectual property rights and reducing the failure rate of pilot-scale results can improve the social and economic benefits of the transformation of technological innovation achievements of new research and development institutions.At the same time,different factors have different effects in different periods,so this paper puts forward a targeted policy combination..
