Comparative Analysis On Transformation Policies Of Scientific And Technological Achievements Of Shaanxi And Local With The Content Analysis

The proposing of Innovation-driven development strategy emphasizes the important position of scientific and technological innovation and technological progress in the overall development of the country.But the transformation of scientific and technological achievements is the main path of achieving deploy of innovation-driven development and the important link between the scientific and technological achievements and economic strength.However,promote the transformation of scientific and technological achievements is a huge systematic project,composed of central and local governments at all levels,science and technology intermediaries,technical donors and technical receptors and other important elements of the complex system engineering.Among these elements,the government departments,which have a macro-effect on the transformation of scientific and technological achievements,build an effective market environment by creating a series of policies and measures to promote the transformation of scientific and technological achievements,create an atmosphere that combination of science and technology and economy,and promote the transformation of scientific and technological achievements to productive forces,promote the rapid development of society and economy.However,due to the imperfections of our state and local(taking Shaanxi Province as an example)policy system,the conversion rate of scientific and technological achievements in China and local areas is particularly low,and there is a phenomenon of combination of "science and technology" and "economy".In order to analyze the problems of China’s and Shaanxi’s transformation policies of scientific and technological achievements in the process of the design,collocation and construction of policy tool,and to provide reference to the optimization and improvement of the China’s and Shaanxi’s transformation policies of scientific and technological achievementsin the future,this article analyses the selected samples one by one with policy tool(supply side,environmental side and demand side)、 innovation value chain perspectives(research and development,production test,commercialisation and industrialization)and policy level(divided to four levels).According to the balanced of the three levels of policy instruments,we can draw the conclusion that our country and local government should appropriately increase the number of supply side and demand side policy tools under the premise of proper control of environmental policy tools.In the procesing of the transformation,the state and Shaanxi province should pay more attention to the production test(Trial),to avoid more and more scientific and technological achievements can not be converted into productive forces.In addition,this paper compares the policy of China’s and Shaanxi’s policies through the selection of keywords,and the formation of the social network graph ccording to co-word analysis,finding that they maintain consistency in structure and content,Shaanxi Province issued the policy following the pace of national policy;but the emphasis and target is different,the state is more focused on creating a good environment of the transformation,encouraging independent innovation.But,Shaanxi formulates corresponding policies according to the actual development of the province,such as the policies to develop the transformation of advanced enterprise.Based on these findings,suggestions are put forward for the development of the China’s and Shaanxi’s transformation policies of scientific and technological achievementsin the future.
